The Chief of Army Staff reviews security along India- China border

The Chief of the Army Staff, Gen Dalbir Singh reviewed the operational preparedness along the Indo-China border in areas of Puh & Sumdo in Himachal Pradesh on 28 October 2016. He also interacted with troops on ground & expressed satisfaction at the high operational standards achieved. He was accompanied by GOC-in-C Western Command Lt Gen Surinder Singh during this visit.

Rail Network Along Boarder Areas

The proposal for construction of Railway lines along China, Nepal and Pakistan border has been initiated by Ministry of Defence as a strategic line. A total of 14 Strategic lines have been identified, out of which four strategic lines viz. (i) Missamari - Tenga - Tawang (378 Km) (ii) Bilaspur - Manali - Leh (498 Km) (iii) Pasighat – Tezu - Rupai (227 Km) and (iv) North Lakhimpur - Bame (Along)-Silapathar (249 Km) have been decided to be taken up in first phase. None of these projects has been sanctioned. Since all these projects pass through very difficult terrains of young Himalayas, stability, geology, constructability, maintainability and safety issues are to be examined. Accordingly, Final Location Survey (FLS) has been taken at a cost of Rs. 345 Crore. For the year 2016-17, Ministry of Defence has provided Rs. 87.18 Crore.

Bogibeel National Project of Railways

Construction of Rail-cum-Road bridge over the Brahmaputra at Bogibeel with linking lines (73 km) has been taken up at an anticipated cost of Rs. 4996 crore. An expenditure of Rs.4129 crore has been incurred upto March, 2016 and an outlay of Rs. 598 crore has been provided in 2016-17.

The project has mainly suffered in the past on account of inadequate availability of funds, apart from delays in land acquisition and forestry clearances.

To expedite the completion of work, the annual outlays have been enhanced, and against an allotment of Rs. 340 crore in the year 2013-14, budget allotments of Rs.600 crore and Rs.701 crore have been made in the year 2014-15 and 2015-16 respectively.

Rail Connectivity To State Capitals

All State Capitals except the State of Meghalaya, Manipur, Nagaland, Mizoram and Sikkim are connected by Broad Gauge Railway Line. In Goa, Broad Gauge rail connectivity exists upto Madgaon and Vasco-da-Gama stations. The summer Capital of Jammu & Kashmir, Srinagar is connected

to Broad Gauge network but it does not have connectivity with Railways network beyond Banihal.

At present, out of the 29 States, 22 States are connected by Rajdhani/Shatabdi Express type of train services.

Broadening of Highways

The Ministry of Road Transport and Highways has taken up development/widening of NHs under various phases of National Highways Development Project (NHDP), Special Accelerated Road Development Programme for the North East Region (SARDP-NE) including Arunachal Pradesh Package of Roads, Special Programme for Development of Roads in the Left Wing Extremism (LWE) affected areas, National Highways Interconnectivity Improvement Project (NHIIP), National Highway (Original) [NH(O)] works, etc.



Keeping in view the requirements to enhance Road Safety, reduce congestions, improve road connectivity / conditions, the Ministry has taken decision to augment the NHs network of existing 1,03,613 km. About 47,890 km length of State Roads have been approved “In-Principle” for their declaration as new NHs subject to outcome of their Detailed Project Reports (DPRs). Initiatives have been taken for their DPR preparations. Further, the Ministry has reduced threshold traffic for 4-laning of NHs from 15,000; 11,000; and 8,000 Passenger Car Units (PCUs) per day to 10,000; 8,500 and 6,000 PCUs/day for Plain, Rolling, and Mountainous/Steep Terrains respectively. Decisions have been taken to entrust 4-laning of all such NHs to the National Highways Authority of India (NHAI) for their implementation through additional market borrowings, etc., in a phased manner by leveraging limited available budgetary allocation. About 5,575 km length of NHs have been identified accordingly for their upgradations to 4 / 6 lane standards by NHAI and process have been initiated for their DPR preparations.

Union Road Transport and Highways Minister Nitin Gadkari today inaugurated national highway projects here to give a thrust to road infrastructure development in Arunachal Pradesh. Gadkari inaugurated the double-lane Papu-Yupia-Hoj-Potin and four-lane Itanagar-Hollongi roads at a function in Naharlagun, attended by Chief Minister Pema Khandu, Deputy CM Chowna Mein and others.


It may be recalled that while laying foundation stone for the two-lane Akajan-Likabali-Bame road at Likabali, Gadkari on November 5, 2015 had announced a road package worth Rs 15,000 crore for Arunachal Pradesh in addition to the various ongoing projects.

The total stretch of the project was 54 km at an estimated cost Rs 473.89 crore. The project was being executed under SARDP-NE package and was scheduled to be completed within the next two years.

The Union Minister had also declared that in principle his Ministry had approved the construction of four-lane Itanagar-Banderdewa road project.

The Ministry of Railways sanctioned a proposal to conduct a survey to connect Belonia in south Tripura through an alternative route from Dharmanagar in north Tripura. It also approved a fund of ₹43 lakh towards expenditure involved in the survey, and research issues.

The Office of the General Manager, Construction, of the Northeastern Frontier Railway (NFR), with its headquarters in Maligaon received the sanctioned letters from the Ministry and Railway Board, a railway official said in Agartala on Friday.

The 170-km proposed route would cover Dharmanagar, Pecharthal, Kamalpur, Khowai, Agartala and Belonia.

In major infrastructure push, Centre builds a civilian airport and two major bridges across Lohit river in Arunachal
Firming up India’s strategic space, the mountainous regions of Arunachal Pradesh are set to acquire all-weather connectivity. Officials here said the new bridges across the Lohit river and the new commercial airport in Tezu will smoothen transport to several high-altitude districts near the India-China border.

“Necessary approvals and permissions have been issued by the district administration for commercial air services to begin. One calibration flight has been conducted. However, some more calibration flights are required. Recently, the funnel approach has also been cleared [of tall trees],” said the District Magistrate of Tezu, Danish Ashraf, explaining that the Airports Authority of India (AAI) and other government agencies are continuously coordinating for an earliest possible commencement of flights from the airport.

The improvements in connectivity is significant in view of the statements by Beijing’s officials asserting China’s territorial claims over Arunachal Pradesh. “The disputed territory in the eastern sector of the China-India boundary, including Tawang, is inalienable from China’s Tibet in terms of cultural background and administrative jurisdiction,” said Dai Bingguo, former Special Representative of China to the border talks with India.

However, infrastructure development in the State is noticeable. On a field trip, The Hindu found that the airport, the first in the State, will be equipped with night-landing facility. Apart from the airport, the two mega-bridges over the Lohit river will reduce hurdles in moving men and material to the eastern sector of the India-China border.

Longest bridge
The bridges at the Dhola-Sadiya ghat and at Digaru ghat were built by the Navayuga Engineering Company Ltd (NECL).

The bridge at Sadiya, at 9.15 km, will be the longest bridge in India once it is formally inaugurated. However, the people at Tezu say it is the smaller bridge of 2.1 km built at the Digaru ghat that has reduced the distance between Arunachal Pradesh and Assam, bringing the State closer to the rest of India.

In the absence of the bridges, the drive from Guwahati will be interrupted by the Lohit, which could be crossed only by boat. The other bridge near the pilgrimage site of Parashuram Kund is often difficult to reach.

Vehicular traffic across the river required a risky boat ride carrying large and small vehicles to Tezu town. The route to Tezu is critical from a strategic point of view as the Himalayan range, which became famous as ‘the hump’ during World War II, can be accessed only through the mountain roads that begin at Tezu.

Tezu is the nearest town to Walong, where a legendary battle between Indian and Chinese soldiers took place between 16 October to 16 November 1962. “The coming generation will not know the hardship that locals faced to cross the Lohit,” said local trader S. Rahman, who has resided here since 1985, adding, “Locals used elephants to cross the river and so many people drowned in it.”

Strategic preparedness
The new bridges will also provide the necessary support for the strategic preparedness for the forces in the mountains, which will be critical for India where the new Mountain Strike Corps is likely to focus.

The planned high altitude airfields in the Himalayan range would also be helped by the enhanced connectivity of Tezu.

Defence Minister Manohar Parrikar today said the Bagdogra Airport near Siliguri would soon function for 24-hours a day. The Defence ministry has no objection to the Bagdogra Airport functioning for 24-hours a day, Parrikar told reporters here when asked whether the Defence Ministry would give permission to night landing of flights at the airport. At present flights are not allowed to take off and land in the Bagdogra Airport at night.

The civilian side of the Bagdogra airport is operated by the Airports Authority of India (AAI) but the airport is under the control of Defence ministry. Earlier in the day the Defence minister inaugurated a inaugurated the Ramkrishna Shiksha Parishad (RKSP) Model School building at Darjelling and also visited the famous Himalayan Mountaineering Institute.

Darjeeling MP and Union Minister of State for Agriculture S S Ahluwalia was present during the inauguration the school building.

Diverse industries find high utility for polluting waste
Flyash, which was once considered a pollution causing byproduct of NTPC Ramagundam, has become a precious commodity with a number of industries finding utility for it.

As part of its efforts to reduce the environmental impact of the ash, the NTPC began producing flyash bricks, which were used to build a function hall in its township as a proof of concept.

Later, it had distributed ash bricks to some government organisations for their construction work. The NTPC is operating a unit in the township for manufacturing bricks using the flyash, both for demonstration as well as for use in construction.

Wide use

Given the durability and strength of ash, the cement industry, construction sector, clay ash brick manufacturers, road and rail enhancement, brick kilns, and others have started using the same.

The Singareni Collieries Company Limited (SCCL), which used only sand for stowing of the underground mines after excavation of the coal, has started using the bottom ash of NTPC since 2011.


Helping farmers

The NTPC had also encouraged farmers of the region to use the ash for crop protection and improving the yield. About five years ago, the NTPC ash utilisation was hardly 60%. Now, it has reached 90% and the authorities are making all efforts to ensure cent per cent utilisation.

Viewing the good demand of NTPC ash in the cement industry, the NTPC corporate officials are contemplating starting their own cement units at the coal-based power stations to produce cement to meet the growing demand in the construction sector in the country and ensure cent per cent utilisation of ash.

NTPC Ramagundam has achieved 92% utilisation of ash during this financial year, executive director, NTPC Ramagundam, Dilip Kumar Dubey said. “The NTPC is going ahead with its campaign to ensure 100% utilisation of ash,” he added. They were delivering ash to the doorstep of the farmers within the radius of 30 km of the power station.

Now, the Singareni Collieries is the highest consumer of NTPC ash with 34.31% consumption. The clay ash brick manufacturers were using 26.07%, cement industry 19.13%, and flyash brick manufacturers were using 7.12% of the ash and others 13.37 %.

Cabinet approves North East Road Network Connectivity Project Phase I

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval for development of 403 kms of National Highways in Meghalaya and Mizoram. Out of 403 km, approximately 52 kms will be in Meghalaya and 351 km in Mizoram. The project will be executed in EPC Mode.

The estimated cost is Rs 6,721 crore including cost of land acquisition, resettlement and other pre-construction activities.

The projects will be taken up for implementation during the financial year 2017-18. The civil works are expected to be completed by 2021 and maintenance works are expected to be completed by 2025.

The projects will encourage sub-regional socio-economic development by improvement of infrastructure in Meghalaya and Mizoram. It will also enhance the connectivity with inter-state roads and International Borders.

The work for development to two lane standards are under scheme "North East Road Network Connectivity Project Phase I" with loan assistance of Japan International Cooperation Agency (JICA).

Background:

The existing carriageway of all the stretches is varying between Single lane to Intermediate lane. The condition of the pavement is very poor and at some locations not in traffic worthy condition. In addition, the stretches are also in poor condition in the landslides areas / sinking zone. Updation and development of these stretches to the two lane with paved shoulders standard will be done.

BOP on Indo-Bangladesh Border

The Government of India has approved for providing security and logistic support to Border Guard Bangladesh (BGB) by way of using Indian border roads in the States of Tripura and Mizoram for construction of Border Out Posts (BOPs) by BGB in Chittagong Hill Tracts area.

The Government has adopted a multipronged approach for security arrangements at the borders to curb smuggling and infiltration. The arrangements include deployment of Border Guarding Force (BGF), construction of border fence, construction of border roads, installation of floodlights, construction of Border Out Posts (BOPs), introduction of Hi-tech surveillance equipments, providing advanced weapons and specialized vehicles to Security Forces, etc.

To promote border trade, among other measures, Border Haats and Integrated Check Posts are being established on Indo-Bangladesh Border.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question by Shri Sisir Kumar Adhikari in the Lok Sabha today.
