The closing of the gates was significant , since most of the trade flows via Torkam and Chaman . Since Afghans import most of there wheat from these gates. It was a clear message , that we mean business and get your shit together.
As for the porous border, well the terrain on Afghan border is much worse than say, the Mexican-US border. Building a sophisticated Border system to curb total movement "Completely" is frankly impossible to achieve. There are deserts ,mountains , rivers and not to mention thick jungles like tirah valley.
