In my opinion, CIA openly admits his agents caught... because it wants to create a distraction from the remaining agents and their operations. What I have read in between the lines: "you caught some of our agents, fine, but we have no more of them infiltrated, we swear! We are blind against Hezbollah and Iran!" In reality, CIA wants shias to sleep on the laurels, while other agents keep working in the background.

The CIA is not a single entity. Different people have their own idea of how things should be done. If you follow things closely, you will see that the CIA has been becoming more and more "lousy" in how they conduct their business in Iran and Lebanon. I guess certain people inside the CIA wanted to send a warning bell to those in charge to change strategies.
