Not yet, you're jumping the gun. There's a process to follow, the initial charges in violent offenses here are usually a legal formality to detain the suspect until investigators can gather the necessary evidence to upgrade those charges.
There were reasons by way of due legal process why the attack could not initially be referred to as an act of terrorism. The investigation is ongoing, and invoking New Zealand's Terrorism Suppression Act is a complex process. But it will eventuate, the authorities can't just point a finger and say 'it must be terrorism'.
