Most likely because it was designed prior to the Y-9s arrival ... the Y-9 is a fairly new aircraft in the PLAAF inventory, having only entered service in 2012.

The KQ-200 - and not Y-8 ASW - is in fact based on the Y-9 airframe or better to say the Y-8 Cat. III. This was used as the basis for the KJ-200 AEW without the rear ramp but the new aerodynamic changes, new engines and especially front and only later evolved into the true Y-9 transport. De facto all varaints from the Y-8GX-5 (KJ-500) are using this airframe.
