Leave aside the finance....after the West in tchnology front, Chinies firm has the capacity and experience dealing with such gigantic projects...So even if there are strings attached...this proposal should be favored in the pure commercial sense..

There are only four or five companies in the world who can build such a bridge. The tendering process is very much a sham. These companies will collude and allocate the work as they see fit. The only thing BD really needs to come up with is the money. Chinese offer seems good. The actual design would be done in the west, the project management would be done by western contractors with lower level project management by the Chinese.

This really is very simple. Find the money with lowest interest rate, if necessary utilise sovereign capital bond option. I favor it as it would kick start BDs nascent bond market. However given we suffer from extreme graft it may be more advisable to go with a clear cut Chinese offer which seem to offer transparency.

This should be taken out of that senile old fools hand. Muhit could not organise a pis*up with a bunch of nastics in a brewery!!!!
