just use subs, as seen in an exercise a few years ago, a Swedish sub was able to target the US carrier multiple times (the US may not have been utilizing all of their navy's capabilities in that exercise), but against IN, a navy who constantly blows up its own submarines while in harbour or causes fires on them, a submarine is a WMD.
