NEW DELHI: Even as ties with Pakistan remain tense, Indian and Chinese troops have been in a stand-off since Wednesday in Ladakh's Demchok area — a region bordering Tibet and site of previous Chinese incursions — over construction of an irrigation canal.
China's People's Liberation Army (PLA) troops are understood to have entered an area near the Line of Actual Control (LAC) and stopped the construction work. Government sources say the local administration is constructing an irrigation canal under the rural employment guarantee scheme to link a village with a 'hot spring' in Demchok, 250km east of Leh.
A senior Army officer, however, said there was "no Chinese incursion across LAC. The issues relating to construction projects on both sides of LAC are being resolved in border personnel meetings and flag meetings".
The fresh tensions in Demchok also come in the wake of the Indian government's decision to allow the Dalai Lama to travel to Tawang+ in Arunachal Pradesh despite China's strong reservations about the Buddhist leader. Tawang is also the site of a monastery that is of special significance to Tibetan Buddhists while China claims all of Arunachal as "South Tibet".

Officials said around 55 Chinese troops arrived at the scene and called a halt to the work in an aggressive manner, prompting the Indian Army and the nearby Indo-Tibetan Border Police+ (ITBP) personnel to rush to the spot and respond to the high-handedness of Chinese troops. Demchok is at an altitude of around 11,500 feet and marks the entry of Indus into India from Tibet.

    “The Indian army and the administration took a firm stand and resisted the PLA’s move of stalling the developmental work... It is our territory and basic amenities have to be provided to the villagers. The work is going on unhindered. The issue stands resolved and there is no face-off,” the source said.

    The construction is being done under the Border Area Development Project.

    “There is an understanding between the two countries that no big works, especially with regards to improving defences, shall be taken up on either side of the Line of Actual Control, but minor works aimed at ameliorating socio-economic condition of villagers could be taken up,” the source said, adding that the government has been focusing on developmental projects in border areas off late.


    A defence source also confirmed the resolution of the matter, and said the 50 PLA troopers, who had been protesting at the site on Wednesday, retreated by Thursday morning.

    “The hot spring and the channel being constructed by us fall within Indian territory, but the area is close to the LAC,” said an official, adding, “The PLA is in the habit of raising objections to every development work being carried out for villagers.”

    Chinese troops had earlier protested against the channel construction on two occasions -- on March 26 and April 14 -- resulting in the work being temporarily suspended.

    These frequent objections have led to locals in Demchok demanding resettlement while the Indian government attempts to improve amenities in the area.



    NOT THE FIRST TIME
    There have been several instances of stand offs between Indian and Chinese troops in the past decade.
    • April 14 and March 26, 2016: Construction of water channel in Demchok area suspended after Chinese troops object to it

    • March 16: Indian Army asks Leh administration to stop road construction in Chumar area along the Line of Actual Control following objections from Chinese army

    • June 2015: The Indo-Tibetan Border Police — first line of defence along LAC — seeks deployment of additional 6,000 personnel, apparently to check transgressions by Chinese army

    • August 2011: Chinese troops enter Indian territory, destroy several unused bunkers in Chumar area of Leh

Unfazed by the 'sit-in' by the Chinese border guards at Demchok in Ladakh that led to a face-off with Indian troops earlier this week, Army engineers have finished the work for laying a water pipeline for irrigation purpose for local villagers in Ladakh division.

Chinese had pressed its People's Armed Police Force (PAPF) personnel at the Line of Actual Control (LAC) in Demchok this time instead of usual PLA who came to erect a Fibre-Reinforced plastic (FRP) hut on Friday at the border but was not allowed by Army and Indo-Tibetan Border Police (ITBP) troops, official sources said.

The sources said that while the face-off between the two sides continued for three days ending yesterday evening, the Army engineers, ignored the warnings by PAPF personnel and continued laying pipeline for nearly a kilometre for irrigation purpose of the villagers in Demchok, located 250 km east of Leh.

According to the sources, the formula of 'active patrolling' adopted by the ITBP and army ever since 2013 fortnight long stand-off near Daulat Beig Oldie has been reaping rich dividends and Chinese have been cautious in carrying out incursion especially in Ladakh sector.

This time also, the sources said, army and ITBP personnel did not allow the PAPF guards to erect the hut and they were forced to take the material back to their base camp located a kilometre away at Demqog from the place of face-off.

The fresh incident had erupted on November 2 when Chinese troops took positions on the LAC and demanded that work be stopped as either side needs to take permission from each other before undertaking any construction work, a claim disputed by the India which says that as per the agreement between the two countries, information about construction needed to be shared only if it was meant for defence purposes.

Both sides pulled out banners and have been stationed on the ground, the sources said, adding the Army and ITBP troopers were not allowing the Chinese "to move an inch" ahead despite the PLA claiming that the area belonged to China.

The area had witnessed a similar incident in 2014 after it was decided to construct a small irrigation canal at Nilung Nalla under the MNREGA scheme which had been a sore point with the Chinese.

The PLA had mobilised villagers from Tashigong to pitch Rebos (tents) at Charding-Ninglung Nallah (CNN) Track Junction to protest Indian action.
