17 million USD per km is great value for money。
Asking any other country and it will set you back at least 40 million USD per km。
Japanese high-speed rail tech is just so so。Expensive but tech-wise just so so。
Japanese are operating HSRs since the time China didn't know how to spell it, they are successfully running HSRs with excellent safety records for decades, even China took Japanese help to build their HSR, and Japanese companies like Hitachi still provide some critical components to Chinese HSR, let's not claim that Chinese technologies are superior to Japanese.
Btw, 200 km speed doesn't qualify as HSR.
