Here is an interesting article.

China's World: Philippines Looks to Revive U.S. Naval Base - WSJ.com

A piece from the article
"But bringing back the once-spurned Yanks won't be so simple. The reasons illustrate the way that China's rapid rise as a regional military power—one that now possesses fleets of modern warships, nuclear-powered submarines, ballistic missiles and stealth fighters—has reshaped the calculus for Pentagon planners in Asia since that vote to eject the American forces.

For a start, the Philippines itself would have to reverse a constitutional ban on allowing a foreign power to establish a permanent military base. But assuming that was possible, America still wouldn't be interested. Bases are potential sitting ducks for Chinese missiles. Plus, they are expensive. At a time of budget cuts, it's far cheaper to sign a treaty with friendly countries guaranteeing access for U.S. forces than to pay rent. In military-speak, America wants "places not bases."

Another interesting piece

"The U.S. is cautious about offending China for other reasons, too. China already feels encircled by a network of U.S. military alliances stretching from Japan to Australia. As numerous analysts have pointed out, China isn't the Soviet Union. It may be pushing back against U.S. military hegemony in Asia, but unlike the Soviet Union it's also an economic partner—America's biggest creditor and a key investment destination for U.S. auto companies, retailers and plane makers."

The China Philippines conflict isn't one of military, but one of Prestige and economics.

China's military has been stronger even in 1949 and during the cultural revolution, nothing new here. It's not like at any point the Philippines could have defeated China.

However, China was poor and maybe even poorer than the Philippines at one point. The Philippines feels that China is still poor and looks down on the Chinese. This lack of prestige is truly painful.

Which I understand, we were one of the rare non-african country to still have famine post the World wars, we are a country crazy with revolution even though the war was over.

But the Philippines will have to accept China is now a true global economic power, and our living standard is not only better but the gap will get bigger. Once we reach the status of semi developed, which the pipelines, and rails will help, the conflict will be over.

IT WILL NEVER HAPPEN

There were many talk between US and Filipino about reopening subic bay and Clark field

Problem is after the last run in, the US settled in Singapore nicely, we may see a small troop and ship rotation in the future in Philippine but in the end of the day, unless we pack up and move into subic bay AGAIN, and risk the base gonna shut down any minute by Filipino again. This is not going to happen any time soon

The US will however, look at the possibility of renting it for smaller, temporary rotation, and help out Filipino for their own defence, but honestly I will say we ain't gonna see the subic bay in pre-1992 condition

Don't know why USA will want to deploy forces in Philippines(unless to protect it directly). It'll of course keep pressure on China and can counter PLAN activity, but apart from that, they already have presence in that region.the already got covered that region, via posting its forces in Okinawa,Japan,South Korea and Singapore, apart from base in Guam..it'll be best if they can lease Cam Ranh Bay base from Vietnam.they'll get both Naval and Air Base and can seal the PLAN's activity by using their force in both Cam Ranh Base and Okinawa..what a base in Subic Bay will do is that it'll complete the "Horse Shoe" formation around South China Sea and East China Sea..

why is it funny?! Please explain!

One china has no clue two i say so three this normal for American treaty allies basically this so called article is just full of bias nothing more for one thing constitutionally the Philippines does ban foreign bases but it does not ban visiting allied forces (hence the Visiting forces agreement between Philippines and the US) the idiot with no country does not know anything about the Philippines any yet like all chinamen he claims to be expert ha laughable! so the rest of the Anti Filipinos here so anyway according to DND they be posted on Filipino Military bases on constant rotation from near by American bases to the Philippines the propose of said forces is to train and leave equipment for the AFP and other security proposes so no big deal.

Also on the other note the china need to understand that so called historical claims are full of bull i mean they sign a something only to break and confusing and causing trouble for the whole region it is not good for them at all they need to accept International conventions like states do or risking peace.

I stand corrected

There are chances that subic bay will be an Permenant American fixture again.

When Filipino pay all the cost related to reopening it...... :)

There are no purpose to be served to turn subic into permanent USN base, AGAIN

Don't forget the volcano. The Pinoys haven't cleaned up the mess from the last eruption yet.

I don't think the US would risk a second volcano eruption. Do you?

The American see it as the pinoys 1st kicking them out after the end of the cold war due to domestic reasons, then when the times get tough they want to invite them back, all of this is done on the American dime.

The Americans are unlikely to return, they most likely will put new radar stations in the Philippines.

Bro. Cam Ranh base is in VietNam, and Russia navy is welcomed to dock there, not US navy.

The pinoys like being our doorstep in south east asia..nothing more..since their heritage is mixed with alot of Spanish..they think themselves better than other nations..when in fact they are the same except they are washingtons checkers piece and nothing more..

The US government closure has just begun because they've officially ran out of money, will Pinoy fork the billions of USD to keep the US troops there? Perhaps you like to look at the definition of the word "mutual", South Korea/ Japan fork out tens of billions to keep the US there, does pinoys have the dough?
