China's answer to RQ-4 Global Hawk

I don't think so look at Global Hawk, it is a beast. The Chinese one seems relatively smaller and maybe under powered. Never the less Chinese design looks maneuverable.

today's China is almost exact same as the one in 2001.

No way, that's a lazy generalization. No way is it the same.

Try think back to what china have and numbers in 2001 and what she has and is working on now. She will move ahead even faster this decade.

Global Hawk clearly depict the US global offensive war doctrine, Global Hawk enable US to spy on any nations on Earth and relay target information to attacking US jets and missiles. US does not fight to defend its territory, it fights others far away from US homeland.

Chinese UAV are designed for regional use, for over-land flights within vast area in China, and over-water flights on China's East Sea and South Sea. Unless China wants to be another world policeman, there is no need for a UAV capable of round the world flight.

Having said that, there is no question China is still many years behind US, and Global Hawk is a higly advance UAV, no doubt about.

I politely disagree. Have capabilities is different from deciding to use them. In a lot of situations the best defense is a good offense, or at least promising the capability to do so. ICBM is itself an offensive weapon but also acts as a deterrence against enemy strikes if second strike is guaranteed. So is the current space plane under development by china.

There no need to say, we'll not develop certain weapons because we're not so and so. China never said it will only develop defensive weapons. China consistently says that the weapons it developed is for defensive purposes, but the platform itself certainly have offensive uses.
