it is a strategy plan, in fact, China has a close connection with ES Asia countries, does not need a special emphasizing ES Asia countries on this marine road. the marine road is to connect countries in west, middle Asia, east africa , and middleeast.
we can not put all the things on a road, the plan of " one belt and one road‘ is to expand economic connection with the countries which have great potentials.

as for Vietnam, just a neighbour of China, we can do any business without any geographical barriers, then no need to emphasize to esatablish a road between us. a railway system in both side or small cargo ship along the coastline among the two countries can do the job well.

Your content is full of passion, but reality isn't easy. FTA or TPP agreement means decrease of tariff ratios, some tariff even decrease to 0. Mere trade agreements are not the same as what China is building here, not only China is revitalizing the road that almost vacuumed Europe's wealth, but this time also giving the countries along the way easier access to the world's largest market. While trade with the West (US, W Europe, E Asia) is still dominant on China's current diplomatic/trade agenda, the "One Belt and One Road" grand initiative is based on long-term vision on:

A) Eurasian Integration, with Beijing-Moscow as core axis, SCO as a central working platform (on economic as well as security) which currently includes the central Asian "stans" and will include Pakistan, Afghanistan and Iran. Other economies on the Eurasian bloc will be tied/integrated to SCO through the Economic Belt concept.

B) Global South Vision. Since 2012 China has surpassed US as the biggest trading nation, 124 countries have China as top trading partner compared to 76 having US in this capacity. Moreover, since 2012 China's trade volume with developing countries has exceeded that with developed world. There are 6 sections in the Global South, 5 of them would be integrated with "One Belt and One Road" grand initiative:

1) ASEAN: Largest trading partner among the 6 sections. As posters mentioned here, the Kunming-Singapore Rail Link, 10 + 1 ACFTA, Mekong Basin Development Program
2) Arab World: China's key market and energy life-line.
3) Sub-Saharan Africa: Booming market and energy/materials life-line. Sub-regional plans e.g. Agriculture, oil exploration/refinery, mining, rail/infrastructure, transfer of manufacturing capacity (产能转移) from China
4) Central and Eastern Europe: Future 16 + 1 co-operation similar to ASEAN, alternative bridge to Euro-zone. Sub-regional plans e.g. Central European HSR, ports on Mediterranean Sea.
5) South Asia: Booming market and bridge to Arab World and Sub-Saharan Africa. Sub-regional plans e.g. Pak-CN economic corridor, IOR ports and infrastructure investment, transfer of tech/manufacturing.

Except Latin America, all above benefit from "One Belt and One Road" grand initiative.

Yes, I think we did that in the 90s. India focused a lot of its military to the NE, pending a Chinese invasion wasting a lot of resources while we focus on economy and grew 10% for three decades.

China doesn't view Vietnam an important trade partner. As far as railway is concern, nothing is free you have to pay for it one way or another. But since Vietnam is always countering China on the international stage, it make sense to bypass Vietnam.

We know they have a base there but they are not making any plan to contain India while you are so they will be dealt later, I am not USA fan boy.
