Because then CPEC is infrastructure initiative, Pakistan and China will benefit the most if it fully used. Moreover, the best security choice is to entangle the interest together, even with your potential rivalry.

China and Pakistan know very well that these cheap Indian mentality cannot see a progressive Pakistan and hence will do anything in order to sabotage CPEC. The more countries involve means more stakeholders and interests and hence more support for this huge project.

The problem is "Cheap Indian mentality" AND they would never loose a chance to distort this project due to jealousy and there own incompetency as they only wish to launch this kind of enormous projects on their own.
