For a $400bn investment that can save Iran economically, when it is under the HEAVIEST sanctions in its existence, TRUST ME, Iranian govt will waive that crap so fast. I'm also suspecting that constitutional provision about foreign troops was based on the history of Iran's military being incompetent due to high presence of and dependence on foreign forces. I dont believe that applies much today. Iran needs technology and materials from foreign govts, not military officers. As long as those Chinese troops/ armed guards wont be compromising Iran's sovereignty via spying, etc, I dont see why Iran would have a practical reason to reject them from deploying in Iran. money isnt free.
