The things you mentioned are due to systemic issues, and bad policies. I have never de-emphasized that policies are important, but population is as well.
 
China lifts over 10 million out of poverty in 2016

China has exceeded its target of lifting 10 million rural residents out of poverty in 2016. Domestic poverty relief work has reached a new level in its scope and precision, according to reports at the 2016 National Poverty Alleviation and Development Work Conference, which concluded on Dec. 20.

China's central and provincial governments earmarked over 100 billion RMB ($14.4 billion) for poverty relief in 2016, setting a record high in the country's history, according to Liu Yongfu, chief of the poverty relief office of the State Council.

Collaboration between provinces in the developed East and still-developing West has also deepened. According to guidelines issued by the State Council, the country has arranged for 262 developed eastern counties to assist 380 impoverished counties. For the first time, this collaboration covered 30 autonomous prefectures across the nation.

A total of 51 central enterprises mobilized 12.27 billion RMB ($1.76 billion) to build an investment fund for industries in poor western regions. The fund has a long-term goal of reaching 100 billion RMB ($14.4 billion) in the future. In addition, 21,992 enterprises were paired with 21,251 registered poor villages.

China's poverty relief work is making great strides when it comes to industry, relocation, education, health, labor and more. The country is also breaking new ground in the implementation and management of its poverty fund.

This seems like a short-term solution. Enterprises hardly help the poor villages. Central government can move Capital to the poor area, hahaha. But they may not think about my suggestions. :p:

Building up industries and providing education and jobs is not long-term strategy?
I think sending out free food is short-term relief......

There they have no condition of building up industry.Rarely the ambitious entreprenuers would like to build up factory in the land-blocked poor area.

The long term is building up eco-friendly tour, research center, political central to attract investment.

My father's ancestral village was a registered poor village...
According to many countries' living standards, they live a "middle-class" life now....
They have everything from optic fibre internet to pipeline natural gas.....

I think the changes mainly come from the construction of the new community and introducing of several village-owned factories.
A new highway was built connecting the village to the county town.
New houses and apartments were built in one community so that public transport can be arranged (bus is every 10 minute to the main county town, 1 yuan).
Over population means very little chance in becoming rich by farming, so they lease their land to the village-owned factories.
They can get jobs, those who cannot work get annual bonus from the land.....

Could be. How stupid one has to be to make a comments like that. I don't think any Indian members with 3 year education can be this ignorant. If Chinese were living like in 5th century, the majority of Indians must be living like cave men. A good part of them don't even know that the electricity is.

I've heard those living in major indian cities do not have stable electricity and cannot afford air-conditioning though the weather there is hellish.

The middle class life in their first tier cities is worse than life at a village in our poorest province.

Nutrition program benefits over 34 mln rural students

More than 34 million rural students have benefited from the Chinese government's rural nutrition program since 2011, according to the Ministry of Education.

The program was launched on a pilot basis to address malnutrition in rural areas, and the government began to allocate three yuan (US$0.43) a day per student to supplement their diets with nutritious meals. This was increased to four yuan from 2015.

The program has been expanded to cover 1,502 counties in 29 out of the Chinese mainland's 31 provincial regions, according to the ministry. Prevalence of anemia among the students dropped by 8.9 percentage points from 2012 to 2015, data from the National Institute of Nutrition and Health under the Chinese Center for Disease Control and Prevention show.

The students' physical fitness has improved and their academic performance also been enhanced along with their nutrition, the ministry said.

Education Minister Chen Baosheng said the government aims to expand the program to cover all poverty-stricken counties.

President Xi Jinping Tuesday pushed for increased efforts on poverty alleviation.

He stressed the importance of precision in the battle against poverty, saying that poverty alleviation should focus on targeted people and industries, and use the right tools to produce results.

Xi made the remarks during a tour of the city of Zhangjiakou in northern China's Hebei Province, where he inspected an impoverished village, visiting and chatting with poor families, discussing how they could shake off poverty.

"Fighting poverty is the fundamental task in building an all-round moderately prosperous society," Xi said.

He called for more efforts to help the poor develop industries that could grow in a sustainable manner, set up sustainable mechanisms for poverty alleviation, and create ways for them to achieve prosperity.

Poverty relief is high on China's 2016-2020 agenda, and the government has vowed to lift everybody out of poverty by 2020. By the end of 2015, China still had 55.75 million people living in poverty.

Since the start of the reform and opening-up in 1978, China's economic boom has helped lift more than 700 million people out of poverty.

"Poverty alleviation is getting more and more difficult as it progresses to the end," Xi said.

He stressed the importance of making sure every poor family had a program for increasing income and every poor person had a way of casting off poverty.

The president pointed to relocation as an important supplementary approach in fighting poverty and highlighted the role of ecological compensation, which would not only help improve the ecological environment but also boost incomes.

Stressing the importance of education in poverty alleviation, Xi said, "Making sure children of impoverished families enjoy access to high-quality education is a fundamental solution to poverty."

During the tour, Xi also inspected a dairy company in Zhangjiakou, where he urged for more efforts to create a globally competitive dairy industry with safe, high-quality products.

He said that the most rigorous standards, the strictest regulation, the harshest punishment and the most serious mechanism of accountability should be adopted to ensure food safety.

Xi also listened to local officials briefing on the local economy at a meeting, where he said cutting excessive production capacity in the iron and steel sector was crucial for Hebei, a major steel producing province, to improve its industrial structure and create new growth engines.

Xi called for efforts to ensure outdated production capacity was eliminated and "zombie enterprises" phased out.

During the tour, Xi also urged for efforts to make the Beijing 2022 Winter Olympic Games a "remarkable, extraordinary, excellent" event.

The Zhangjiakou site of the Beijing 2022 Winter Olympic Games is the best natural ski area in northern China.

This is what I like to see. Back in the days of Zhu Rongi they wanted to implement a simple meal for the poor school children of one boiled egg and a cup of milk. Somehow that didnt even work out or some fcukers among the bureaucracy chucked a spanner into the gears of progress.

The expenditure is so tiny but the rewards are numerous in strong and healthy population. Imagine physically and mentally stunted children and the demographic time bomb that would produce. There is this one superpower country which I will not name that is proof of unemployable populations that resulted in no small part from stunting.

In Chinese history, food is always first and foremost and lacking that, no government can keep the peace. In Ming times Li Zizhengs hunger fueled rebellion could lose 10 battles in a row and still be able to fight but Sun Chuanting lose one and its pretty much game over for the imperial government.
 
The top two going around the country meeting the poor and understanding their needs.
Are other country's leaders doing that?

China aims to relocate 3.4 mln people in 2017 to tackle poverty

China plans to relocate 3.4 million people from poverty-stricken communities to more developed areas this year as part of its poverty reduction drive, according to government sources.

The National Development and Reform Commission (NDRC), the country's economic planner, said 2.49 million people living in poverty had been relocated in 2016, meeting the target for the year.

By the end of 2016, there were relocation projects in 22 provinces, which include housing, infrastructure and public services, Yang Qian, an official with the NDRC said.

Local authorities are also exploring supportive industries, employment and social security for the relocated people.

China has vowed to lift all of its poor out of poverty by 2020. Alleviating poverty through relocation is one aspect of the strategy.

By the end of 2016, there were 45 million people living in poverty, many in areas without roads, clean drinking water or power.
