Don't forget the Arable land (hectares per person) difference between the two countries. DPRK is 0.09 hectares per person, while India is 0.12 hectares per person.

They certainly did not cooperate with China, as China even built a bridge to their side where they have yet to link it up. But whether heed Chinese advise or not, they will always have their independence, something you won't get from the US. I recall tales of US getting news of Taiwan developing nuclear weapon, and send guys there who muscled their way into the research base, close it down, and pour concrete over the facility. That's the level of control US exerts on its "allies".

US lacks the economic muscles, as well as political desire, to genuinely assist the PH. In fact, they want to keep the PH as a militarized semi-colony (not even like a full colony like how India was under the British) to be used when necessary. For this, the PH must be kept under an eternal state of economic and social misery.

Add to that a little, protracted (US supported) radical separatist terrorism, that's the best case scenario for the US to call you an "ally."

Duterte obviously does not wish to be an ally of this sort.
