During the Department of Foreign Affairs (DFA) budget briefing at the House of Representatives on Tuesday, Foreign Affairs Sec. Perfecto Yasay pushed for the signing of a provisional agreement between the Philippine and Chinese governments. This will allow Filipino fishermen to go back to their traditional fishing grounds.

Yasay said, in the deal, the Philippine government will also agree not to drive out Chinese fishermen from the Scarborough Shoal. He hopes China will sign the agreement before the beginning of bilateral negotiations between the two countries.

Yasay said China may be dubbed as the "biggest loser" if it continues to ignore the decision of the arbitral tribunal on the South China Sea.

"I personally believe that if China will continue to isolate itself before the international community by not respecting the decision of the arbitral tribunal or by not upholding the rule of law, at the end of the day, they will end up the biggest loser in this matter. And I stick to that," he said.

There is a likely condition in place - that the Philippines will not bring up the PCA decision.

This actually is almost like selling the Philippine EEZ on the West to the Chinese and we are forced to ask China to let Filipino fishermen to go there. We all know that sooner or later, China will disregard such deals, or use it as a diplomatic weapon to further pressure the Philippines in regards to the WPS/SCS disputes.

Also, I doubt that Zero_Wing will post here anymore, he is either banned or no longer active here; I rarely post any updates here in PDF and instead post most of the updates in AMF.

It's good that you know. China holds the uppers and your greedy US master will not fight Scarborough shoal for your sake unless you have USD100billion to spare.

I just get a good laugh when those self glorifying article claiming China is under pressure to accept the tribunal decision. It's more like Pinoy panicking and quick to seek a solution.

You count yrself lucky we allow your fishermen back.

Vietnam has also seek a similar pact with China on paracel island. We allow a certain number of Vietnamese fishermen fish there and overall they are acknowledged China authority

MANILA, Philippines – President of Philippines, Rodrigo Duterte, has asked China to consider the plight of Filipino fishermen who fish in the South China Sea for their livelihood.

"If we continue to treat each other like brothers and understand, especially the plight of the fishermen, that's why they are there because they are poor…The Chinese people this time might find a place in their hearts for Filipinos," said Duterte while speaking on the occasion on National Heroes’ Day to an audience that included Chinese Ambassador Zhao Jianhua.

The Filipino fishermen continue to be stopped by Chinese patrol vessels in the South China Sea also known as the West Philippines Sea.

Highlighting the plight of the fishermen, Duterte reiterated that he would like to maintain peace with China. “I hope you treat us rather not as enemies and take note of the plight of our citizens," he said.

Chinese ambassador responding to the appeal said he “would look into the possibilities” to allow fishermen in the disputed waters.

The Philippines President has promised China not to bring up the international ruling in Hague which gives the Philippines the right over the South China Sea in any international platform.

Nice try in using your EEZ in UNCLOS to to steal other country offshore territorial rights. That's goes against international law because a foreign country territory and its adjacent water supersede UNCLOS. Get your act straight and you can gain a bone. LOL

China's average IQ score is 105

The attempt to fool the Chinese by this Yasay by playing around with words/clauses to conceal current situations in that proposed agreement is ridiculously futile.

And why bother mentioning the Average IQ on this topic? So that you could show of that your country is more "superior"?
