It isn't as simple as that. Pakistan's exclusion is understandable since the Chinese would be keen to counter any terror network or extremist funding to take root in Xinjiang. However, the exclusion of India is noticeably surprising when you consider the rapidly strengthening economic partnership(heavily tilted in favor of China) between the two. I'm guessing the blanket treatment dished out to all the South Asian nations has more to do with soothing the sentiments of a certain 'brotherly' nation.
