China-Myanmar Cooperation: News & Discussions

have I said the khmer love us vietnamese?
I said the majority are thankful to us, because we saved them from the abyss.

sure, they hate us.

they blame us for the downfall of their great empire.
they blame us, that we fought with the siamese for the supremacy in indochina mainland on the cost of cambodia.
they blame us, that we colonised the country, enforcing vietnamese law and order.
they blame us that we worked for the french colonists, enslaving their populace.

you should be lucky, that the khmers worship Theravāda, a soft form of buddhism, that encourage the followers forget the past, forgiving the murderers. also, Theravāda is found in Laos, Burma, Thailand and Sri Lanka. that is in contrast to Vietnam, we follow Mahayana, a hard form of buddhism. we never forget. nor forgive our enemy. we have more with the chinese in common than the rest of SE Asia.

by the way, most light skin cambodians are ethnic vietnamese, so in the music video.

Don't you guys do the same with China, you blame us for your misfortune and other issues such as contain Vietnam expansion in Indochina and SCS? :disagree:. If Khmers are so forgiven as you claimed why they haven't forgive Vietnam? And I lol'ed that light skin khmers are ethnic Vietnamese, for the same token we can claim that light skin Vietnamese are ethnic Chinese too....LMAO

I can show you a lot of authentic light skin beauty Cambodians

We can all just keep talking and nothing is going to change. Not unless a CCP member takes a look at these post. Better yet, Xi JinPing!

I think that Myanmar people is smart, they do understand the country situation now. They have warning Myanmar govt about influences of China in the country.

VCP is a common enemy for China and United States. Hopefully one day China and United States can end it together. In China, there are still at least 300,000 Chinese Vietnamese who were deprived of all their properties and be driven to China. These were Chinese who made their way back to China. Many were killed right away, or drown in their boats in South China Sea to flee to Hong Kong and other countries.

That's a process needing careful review. For example, China and Pakistan form good relations with the respect of sovereignty. In 2011, China told USA right away that any attack on Pakistan is attack on china.

But for North Korea, even China fought a war for it and have a treaty to protect it, it still hates China.

protecting your friends is something China needs to learn from United States. CCP used to judge friends by ideology or historical connections. North Korea and Vietnam prove that this is a big mistake. Friendship should be judged by business and geological needs.

geopolitical needs.
China should also avoid stationing army in other countries as United States. This can be humiliating to many countries. Modern technology allows to help your friends militarily by many ways with rapid deployments.

You are right. China shook hand with USA in Vietnam war from 1972 when nixon dropped in Peking. China and USA is enemy of VCP from this time.

Hopefully, one day China will knee before USA like what she did in 1972, 1979. You are fortune teller for future of China.

Is there any similar but Bigger, and much more URGENT programs from CFPA for LAOS and CAMBODIA populations ?

IMHO, ...
If not, the CFPA and many other Chinese NGOs do not understand ~ what is the National Security priority.

Myanmar is a swing state
If the aid is affordable I dont mind showing them our care towards their people
And of course, the countries with whom we have established a mutual trust and a strong, time tested friendship over the long years should always have a special place in our national agenda

Myanmar seeks China support for ethnic unity
Myanmar's State Counselor and Foreign Minister Aung San Suu Kyi is scheduled to embark on a four-day visit to China next week, her first trip outside of ASEAN since taking office.

Suu Kyi will arrive in Beijing on August 17, Myanmar's President's Office has confirmed. She is expected to be received as a head of state and meet Chinese President Xi Jinping and Chinese Premier Li Keqiang, analysts said.

Her trip, which is roughly a month ahead of her visit to the US in September, is expected to help recalibrate China-Myanmar relations under the new Myanmar government. It is also seen by analysts as a small diplomatic victory for China over speculations that bilateral ties might take a blow under the new administration, given China's close ties with the former military-backed government and Suu Kyi's identity as a democracy icon long hailed by the West.

Suu Kyi's China visit also comes two weeks before the 21st Century Panglong Conference, a peace conference involving the Myanmar government, the military and ethnic armed groups. China's support is seen as vital in resolving Myanmar's decade-long ethnic conflicts.

"Choosing China as her first destination outside of ASEAN reinforces Suu Kyi's image as a pragmatic politician who prioritizes national interests above ideology and one who is careful in balancing Myanmar's relations with China on one side and the West on the other," Ji Qiufeng, a professor of international relations at Nanjing University, told the Global Times.

The de facto Myanmar leader is tasked with reviving Myanmar's economy and attaining national reconciliation with ethnic rebel forces.

"Both Myanmar and China know, as Myanmar's northern neighbor, China can help Myanmar in ways that the US cannot," Ji noted.

The visit would be Suu Kyi's second trip to China. She met with Xi the first time through a party-to-party channel in June 2015 before Myanmar's general election in November.

Suu Kyi is expected to discuss a broad range of topics with the Chinese leaders, including setting the tone for bilateral relations and facilitating trade and other economic cooperation.

"The leaders don't necessarily have to discuss specific projects such as the Myitsone Dam. A lot of the issues can be subsequently resolved as long as bilateral ties are on the right track," Ji said.

The Myitsone Dam in Kachin State, a China-invested project, was suspended after sustained protests over environmental concerns.

Chinese Foreign Minister Wang Yi extended an invitation to Suu Kyi at last month's ASEAN meeting in Laos, the Myanmar Times reported.

China's unique role

Analysts believe reaffirming China's support of the peace process is another reason behind Suu Kyi's visit.

Suu Kyi has been calling on ethnic groups that didn't sign the Nationwide Ceasefire Agreement in October last year to attend the 21st Century Panglong Conference set to take place on August 31. It was named after the 1947 Panglong Conference, led by her father General Aung San.

"Attaining national reconciliation is Suu Kyi's top priority, who is drawing on her father's political legacy to garner support," Sun Xiaoying, a research fellow at the Guangxi Academy of Social Sciences, told the Global Times.

Only eight of 15 ethnic armed groups signed the cease-fire agreement last year.

The first Panglong Conference generated a historic agreement between the interim Myanmar government and ethnic groups, which eventually led to the Union of Burma in 1948.

China has voiced its support for Myanmar's peace process at various occasions.

China's Special Envoy on Asia Affairs Sun Guoxiang, who attended the Mai Ja Yang ethnic armed group summit as an observer in July, told the Xinhua News Agency that Myanmar is at a critical point in its peace process, and China's friendly diplomatic policy toward Myanmar will not change despite the changing political environment, both in Myanmar and internationally.

"China has always played a unique and constructive role in Myanmar's peace process," Sun Guoxiang said.

The Tatmadaw, Myanmar's military, recently softened its stance toward ethnic armed groups.

Deepening ties with Myanmar serves China’s interests
By Wang Wenwen Source:Global Times Published: 2016/8/18 0:23:39

Myanmar State Counselor Aung San Suu Kyi kicked off her five-day visit to China Wednesday. It is her first to Beijing as well as her foreign debut outside ASEAN after taking office in April.

Contrary to the subjective view that a democratic Myanmar will lean toward the West, Suu Kyi's visit to China carries significant weight in Myanmar's foreign policymaking.

Suu Kyi's visit to China in June 2015 as chair of the National League for Democracy (NLD) paved the way for improved ties and cooperation between her party and China at a time when Myanmar's relations with China were tense due to the fighting between the Myanmese government and ethnic rebel troops that caused casualties on the Chinese side of the border.

Frontier, a mainstream Myanmar media outlet, ran a commentary on Sunday, saying that the first 100 days since the NLD-led government took office were satisfactory and the continued support it managed to get from neighboring countries such as China can be regarded as a success.

But China should not take Myanmar's positive gestures for granted. While Myanmar attaches great importance to its relations with China, it also bears enormous significance for China's interest. Myanmar's ethnic reconciliation will be vital in keeping peace and stability in China's border areas.

After the South China Sea arbitration, China needs to mend its ties with neighboring countries and rearrange its policies. In the case of Myanmar, there is great potential for bilateral cooperation.

China is expected to play a more constructive role in Myanmar's ethnic reconciliation process. The fate of the long-halted Myitsone Dam project, an iconic Chinese investment project in Myanmar, is still hanging in the balance.

Meanwhile, China can change its industrial focus in Myanmar - from energy and minerals to infrastructure and labor-intensive agriculture. Strategic change is also feasible as more education and medical training for local staff from commercial ventures will boost China's soft power in the country and beyond.

Back in 2009, China launched the "bridgehead" strategy which aims to build Yunnan Province into a bridgehead connecting China with Southeast and South Asia.

The essence of this "bridgehead" strategy is recalibration of China's Myanmar policy - by rearranging diplomacy, finance, trade, border security and Chinese companies in Myanmar, and coordinating interests between local governments and the central government, between State-owned enterprises and private businesses, and between different departments.

Now China has the grander initiative of the "Belt and Road" which aims to advance the economic future of the whole region. It should readapt its policies under the new circumstances to serve this goal.

BEIJING, Aug. 18 (Xinhua) -- China and Myanmar agreed on Thursday to enhance cooperation between energy departments to find a proper solution for the suspended Myitsone Dam project.

The agreement came during talks between Chinese Premier Li Keqiang and Myanmar's State Counselor Aung San Suu Kyi, who started a five-day official visit to China on Wednesday.

Chinese Vice Foreign Minister Liu Zhenmin told reporters after the talks, held at the Great Hall of the People, that Aung San Suu Kyi said Myanmar's new government has decided to set up an investigation committee to find a solution that is in both countries' interests regarding the Myitsone Dam issue.

The Myitsone Dam is jointly funded by China and Myanmar, but was suspended by the Myanmar government in 2011.

Beijing—President Xi Jinping on Saturday pledged to promote the China-Myanmar comprehensive strategic cooperative partnership and bring more tangible benefits to the people of both countries.
Xi made the remarks during a meeting with Myanmar’s State Counsellor Aung San Suu Kyi, who began a five-day official visit to China on Wednesday.
Xi welcomed Suu Kyi’s visit and praised her efforts to advance the China-Myanmar friendship, saying that China stands ready to work with Myanmar to ensure the two peoples will always be good neighbors, friends, brothers and partners. He pointed out that China will support Myanmar’s choice of development path and its efforts to safeguard national stability, promote economic growth, and maintain social harmony.
In order to develop bilateral ties, the Chinese president called on the two sides to strengthen political guidance.
“China stands ready to maintain high-level contact and people-to-people exchanges with Myanmar as well as enhance communication and mutual trust,” Xi said.
The two countries should also integrate their development strategies, he said, adding that China appreciates Myanmar’s support for the Belt and Road Initiative.
China is willing to promote connectivity projects with Myanmar and boost bilateral cooperation in major areas such as energy and finance, he said, highlighting the importance of smooth operation of ongoing large-scale projects.
Lei Zhuning, a researcher with the Yunnan Academy of Social Sciences, said Myanmar urgently needs electricity for its economic development, and hydropower is a good choice, referring to the Myitsone dam project, which was jointly funded by China and Myanmar, but was suspended by the Myanmar government in 2011.
China and Myanmar agreed on Thursday to enhance cooperation between energy departments to find a proper solution to the suspended project.
Xi also called for more attention to cooperation and exchanges in the areas of agriculture, water conservation, education, healthcare, culture, media and Buddhism. “China will continue to play a constructive role in promoting Myanmar’s peace process, and make joint efforts with Myanmar to safeguard peace and stability along the border between the two nations,” he said. At a news briefing earlier on Friday, Suu Kyi told reporters that Myanmar believes that China, as a good neighbor, will do everything possible to promote the country’s peace process.
Lei said if Myanmar can achieve domestic peace at an early date, it will take a free ride on China’s rapid development.
Echoing Xi’s remarks, Suu Kyi said Myanmar values the deep “pauk phaw” (“fraternal” in the Myanmar language) friendship between the two countries, and thanked China for its support for Myanmar’s economic and social development.

Pragmatism raises hope for Myitsone Dam

Source: Global Times
Published: 2016/8/18 23:38:39 Last Updated: 2016/8/19 7:51:53

Myanmar's de facto head of state Aung San Suu Kyi will find it hard to avoid dealing with the suspension of the China-financed Myitsone Dam project while she is in China on her state visit.

The Myanmese President U Htin Kyaw announced the establishment of a special review committee for the dam last Friday, a move believed to be a signal of lifting the suspension on the project. During Suu Kyi's visit, the issue will be discussed again, but a real breakthrough probably won't happen.

As long as talks can be put back on a pragmatic track regardless of ideological differences and free from Western countries' intervention, it is only a matter of time before the project will be resumed.

Myitsone Dam's installed capacity will make it the 15th-largest hydropower station in the world. Once built, the dam can fix Myanmar's long-standing shortage of power in one go, even generating a surplus of electricity for export. Besides, the project can create numerous jobs for local communities. Myitsone Dam is without doubt a key project for the Myanmese economy.

U Thein Sein government, under public pressure, halted the construction of the dam in 2011, which cost Chinese financiers and contractors dearly. The major reason for the suspension is cited as environmental concerns.

China has drawn extensive experience about how to balance environmental preservation and economic development. As Suu Kyi has stressed her focus on economic growth, she will reason with Myanmese society about resuming the dam construction.

China signed the project with the former military government, so it is inevitable it would become a target of media accusations in Myanmar's process of democratization.

The past few years have seen a rising trend of aversion to China, which, many Myanmese claim, is exploiting Myanmar's resources by joint projects. The misguided thought is the result of people's impulse at the initial stage of democratization and the manipulation of the Western media.

Now Myanmar has regained political stability, and the opposition National League for Democracy (NLD) has become the ruling party, which hence must be responsible for the country's development. The NLD portrayed a promising vision for the Myanmese, and the vision cannot be realized without sufficient electricity, public health, job opportunities and social welfare.

Myitsone Dam does not have to be reviewed from a political perspective any more. Economic interests have become the key. In other parts of the world, most China-invested infrastructure projects suspended due to regime change were resumed finally. This pattern will repeat for Myitsone.

The first China-Myanmar Diplomacy and Defense “2+2” Consultation is held in Naypyidaw, capital of Myanmar, from Nov. 24 to 25, 2016.

China’s Deputy Foreign Minister Liu Zhenmin, Deputy Chief of the Joint Staff Department under China’s Center Military Commission (CMC) Gen. Xu Fenlin, Minister of State for Foreign Affairs U Kyaw Tin and Chief of the No.1 Special Operations Bureau of the Tatmadaw Htun Htun Naung co-chaired the consultation.

Both sides hold that China and Myanmar are friendly neighbors and the comprehensive strategic partnership between the two countries has been developing well. It is in line with the common interests of both countries to maintain peace and stability along the China-Myanmar border, cope with emergencies properly and boost prosperity and development of the border areas.

Both sides hold candid and friendly talks and reached extensive consensuses on issues related to the peace and development in border areas, such as maintaining China-Myanmar border peace and stability, providing constructive help to Myanmar’s peace process, fighting against illegal border-crossing activities jointly and promoting trade contacts and so on.

Chinese and Burmese sides expressed that they have paid high attention to the situation in the north of Myanmar, and claimed clearly that they oppose any action of provoking military conflicts.

The two sides also appealed to the parties concerned to cease military operations immediately, calm the tensions as soon as possible, and restore peace and tranquility in the China-Myanmar border areas.

Gen. Xu Fenlin said in the consultation that it is the sacred duty of the Chinese military to safeguard national sovereignty and security and maintain peace and stability in the border region.

We hope and require that all conflicting parties concerned can cease fire and solve the problem peacefully, Gen. Xu added.

He stressed that the Chinese military will not let anyone to destroy the peace and stability in the border region or harm the lives and property of the Chinese people in border areas.

It is learnt that such consultation will be held in turns every year by China and Myanmar. The second consultation will be held in China in 2017, and the specific date and site will be made through diplomatic channels.
