Fosun has already pre-ordered 100m Pfizer vaccines to distribute and administer the vaccines in China. They are just awaiting for regulatory approval.

But the Chinese public have a general distrust of Pfizer vaccines now. And the greater the distrust, the more difficult it is for regulatory approval. This will just delay the approval which costs time, money, and potential lives.
