1. Of course it depends on the field. In some fields, we already have achieved parity. In my estimate, we will achieve parity in most fields around the 2020 mark - a lot of massive military overhauls are planned around that date.
2. I don't think India will ever turn to us for weapons. The more relevant question is, will India continue to take a militarily confrontational posture against us when the power gap has widened so much? In the end, the direction of their country is exclusively their own decision, and I don't really care either way.

So my prediction, India will have little choice but to become a part of China containment brigade in Asia. If they do not fall in line, the West can refuse to supply weapons, which is not an option for India. Simply put India, once it looses Russia as a source of superior weapons to defend itself from an ever rising China, will have no other option left other than the West to source their weapons tech from and as a result will be forced to follow the Western line in geopolitics.
