China has aircraft carrier hopes

Major General Qian Lihua, director of the ministry's Foreign Affairs Office, said that if China had a carrier, it would not be used for "global reach".

His comments came amid speculation that China is building its first aircraft carrier, which he did not confirm.

China's growing naval strength is of interest in Taiwan and the South China Sea where China claims territory.

"The navy of any great power... has the dream to have one or more aircraft carriers," Maj Gen Qian said in the interview with the Financial Times newspaper.

"The question is not whether you have an aircraft carrier, but what you do with your aircraft carrier.

Navies of great powers with more than 10 aircraft carrier battle groups with strategic military objectives have a different purpose from countries with only one or two carriers used for offshore defence," he said.

"Even if one day we have an aircraft carrier, unlike another country, we will not use it to pursue global deployment or global reach," the paper reported.

The newspaper reported that aides said it was the first interview arranged by the defence ministry on its own premises.

It added that though he did not mention the US by name, Maj Gen Qian pointedly contrasted the function of a possible Chinese vessel with the way the US Navy uses its 11 carriers.

Reassurance?

The newspaper said Maj Gen Qian's reassurance may not convince those in the region concerned about the People's Liberation Army having a navy capable of carrying out long-range missions.

Maj Gen Qian declined to comment directly on whether China had decided to build a carrier, the FT reported.

"But in the defence ministry's most forthright statement yet on the issue he made clear that China had every right to do so," the newspaper said.

It reported the official as saying that it was "unreasonable" for the West to demand China contribute more to peacekeeping operations at the same time as curbing its military purchases and development.

"US and EU countries on one hand ask us to send more troops to peacekeeping operations overseas, while on the other, they still have such arms sales embargoes on China. I think that is quite unreasonable," Maj Gen Qian was reported to have said.

The Pentagon said this year that China was actively engaged in aircraft carrier research and would be able to start building one by the end of this decade.

Jane's Defence Weekly reported last month that the PLA was training 50 students to become naval pilots capable of operating fixed-wing aircraft from such a ship.

Earlier this year, the head of the US Pacific Command, Admiral Timothy Keating, was reported to have said that Chinese military leaders were intensely interested in such an acquisition.

In March 2007, a Beijing-backed Hong Kong newspaper reported that China could have its first aircraft carrier by 2010.

Imran, the Varyag is still a mystery. Some say it is China's first A/C and some say it is a training ground for future indigenous design/built A/C.

If the Chinese are working on a indigenous one, then the Varyag would be excluded.

I am all for CHINA having an aircraft carrier if right i support it & if wrong i support that even more coz in to days world their is only one truth Might is RIGHT & weakness is Wrong so as Al-pacino had once said who can I trust? ans: ME !

LONDON - A top Chinese military official asserted his country's right to build an aircraft carrier in a British newspaper interview Nov. 17, without commenting directly on whether it had decided to do so.

Maj. Gen. Qian Lihua, director of the Foreign Affairs Office at the Chinese Ministry of National Defense, told the Financial Times that if China did build a carrier, it would only be used for offshore defense.

"Navies of great powers with more than 10 aircraft carrier battle groups with strategic military objectives have a different purpose from countries with only one or two carriers used for offshore defense," he said, apparently in reference to the United States which has 11, according to the FT.

"Even if one day we have an aircraft carrier, unlike another country we will not use it to pursue global deployment or global reach."

The interview comes amid widespread speculation inside and outside China that Beijing is planning to acquire an aircraft carrier.

Earlier this year, the head of the U.S. Pacific Command, Adm. Timothy Keating, was reported to have said that Chinese military leaders were intensely interested in such an acquisition.

In March 2007, a Beijing-backed Hong Kong newspaper reported that China could have its first aircraft carrier by 2010.

This would likely trigger serious fears, especially in the United States, about China's global ambitions. The FT notes Qian's remarks were unlikely to address concerns over how it would affect a conflict involving Taiwan.

But the Chinese official noted that on a wider scale, it was "unreasonable" for Western countries to continue to call on Beijing for peacekeeping missions but at the same time maintain curbs on arms exports imposed in 1989.

China will soon deploy its first aircraft carrier and it will be more advanced than anything India has or plans to get. Varyag – an Admiral Kuznetsov-class aircraft carrier — is more advanced than the INS Viraat —vanguard of the Indian navy — and the still to be procured Admiral Gorshkov (INS Vikramaditya).

Sources from the Indian navy say that the Chinese plan to operationalise the Varyag - purchased as junk from Ukraine for 20 million US dollars in 1998.

In 2005, the dead ship was docked at the Chinese naval base in Dalian. Since then it has been undergoing sophisticated upgrades, reveal sources in the Indian navy.

Hindustan Times has access to photographs of the warship undergoing repairs at a dock in north- eastern China.

A senior officer from the Indian navy, who has been monitoring China’s growing presence in the Indian Ocean, said that it will not be surprising to see the Chinese navy induct Varyag much before India procures and commissions Admiral Gorshkov.

He added that the induction of Varyag was certain as the Chinese had built a ski-jump (part of the aircraft carrier used for take off and landing of aircrafts) facility similar to that on the Varyag at it’s Yuanling airfield –— China’s main aviation test facility. The ski-jump is being used as a testing facility for modified Sukhoi-27 aircrafts, which the Varyag may carry.

“If Varyag was not to be inducted, the question of flight testing at a similar facility does not arise,” the officer observed.

According to sources, the Chinese have plans to get more aircraft carriers by 2020. Commander-in-chief of the Chinese navy, Wu Shengli’s aim to aggressively pursue indigenously built aircraft carriers has been a cause of worry for India.

Of the two other aircraft carriers being built by China, one is expected be inducted by 2015, added sources.

ooh boy...... yet another half baked journalism ..

these fellows think getting a aircraft carrier is like getting a car. you buy it ; and drive it happily..


there is no doubt that china will get an aircraft carrier. but not like this . Moved to dry dock in 2009 and in operational service by 2010 .

If this ship has to be in effective service it will take atleast 2 to 3 years even for US. refitting , sea trials , user acceptence trail , training ..

think about China.. because this is their first Carrier. It will take minimum 3 to 5 years for them..( ship might be sailing in 2 or 3 years )


I wonder how these mindless people are given defence journalist role ..

AC provides extended reach, but it is also very vulnerable to cruise missile attack.
