China's Central Military Commission has established an Overseas Operations Office to facilitate the rapid reaction of military forces for overseas operations, including disaster relief, counter-terrorism, and non-combatant evacuation operations.
The office will also be responsible for engaging with foreign military forces in mounting combined operations, according to semi-official news media reports.
The new office is a component of the Operations Bureau of the Joint Staff Department, itself recently formed as part of the high-level reorganisation of the People's Liberation Army (PLA). According to the reports, one of the first external activities of the Overseas Operations Office was to participate in a two-day dialogue on non-combatant evacuation operations between the PLA and a UK delegation, held at the PLA Naval Command College in Nanjing on 23-24 March.
