China eager to streamline railway infrastructure


LAHORE, June 4: A high-powered delegation from China has expressed interest to get the Pakistan Railways back on the rails.

Led by Dongfang Electric Corporation (DEC), International, President Mr Luo Zhigang, the Chinese delegation had frank exchange of views with PR authorities in a very congenial atmosphere during a meeting at the railways headquarters, a participant told Dawn on Monday.

Railways General Manager (Operations) Junaid Qureshi informed the Chinese about extreme shortage of locomotives that had disrupted and forced the scaling down of train operations. He sought an earliest assistance by the Chinese to put their locomotives back on track.

The Chinese team suggested that the fastest way to get locomotives might be to speed up the implementation of the 75 locomotives repeat order and go for phase-II and phase-III of a maintenance contract to carry out rehabilitation and overhaul of the existing locomotives as the existing contract was merely for supply of running spares.

However, the Chinese team mentioned that they would not participate in the current tender for 150 locomotives due to restrictive specifications and gave the friendly advice that their exclusion from the bidding process would result in far greater prices to Pakistan Railways.

Dalian Locomotive Works (DLOCO) General Manager Li Depu spoke about the 69 locomotives project and expressed his deep concern over lack of funds and other reasons that had not been permitting the PR to carry out proper maintenance and upkeep of all its locomotives whether of Chinese or other origin.

DEC President Mr Luo reiterated his interest in railways projects like hiring of locomotives, supply of 500 wagons and 40 power vans besides Sino-Pakistan Rail Link.

DEC Vice-President Mr Hu Weidong confirmed DEC/DLOCO’s solidarity with Pakistan Railways in its time of crisis.

The Railways GM thanked the Chinese delegation and expressed his sincere desire to speed up the procurement of new locomotives and rehabilitation of existing ones according to government rules and procedures.

The Chinese delegation also comprised DEC Project Managers Luo Wencheng and Huang Xuehui and DLOCO Project Manager Li Zhidong while the PR was represented by Additional General Manager Asad Ihsan, Chief Mechanical Engineer Locos Mubeen and Deputy Chief Mechanical Engineer (Loco) Salman Sadiq.

With Bilour as the Railway Minister, even God wouldn't be able to make much of a difference, he is probably the most incompetent Railway Minister in the Institution's history!

First We need to generate electricity than we should bring electric trains like japan and europe, advantage will be very fast and also we can save lot of money as we import diesel from abroad so balane of payment and budget deficit can be reduced
Pls dont look temporary solution and waste money on reapirs with no long term benefits, one time we should think of future and privitize it

we are running out of options. china sucked our whole money by giving us heavy engines last times. 50% of which are in obsolete condition. open talks with india and see wha can be done. if our diplomacy is effective than i guess we can buy it out from india.

India is not mood to provide PAK engines, though foreign minister favors it but railway ministry out right rejected the idea and set tough conditions which will not be possible for paK to provide.

a) Diplomatic immunity to Indian engineers deployed in PAK and security cover.
b) Will only provide overhauled old engines and discarded engines and very few new engines, as they have over book from national and international orders already.

We produce 500 locos and our demand is 700 per year
So , we are short of ourselves

India's foreign ministry wants to sell locos to Pakistan but Rail ministry won't allow it

Getting a proper/functional railway network will require billions of dollars and i don't think we have enough money. All i can hope is foreign investment to lead us to a start and that will be capable in helping promote competition and demand ....

What is the situation in Pakistani railways ??
I mean how many trains currently run ?? The health of railway tracks ??

China wants to help & solve Pakistan problems, these problems include Energy as well but unfortunately the corrupt politicians are all Pro US & Pro Indian. Zardari loves US, Nawaz Loves India & etc. so as long as we have these kind of jabronis in Pakistan they will only fool Pakistan. Thanks to Pakistan Army because it is only them who are maintaining relationship with our friend China. To be honest if we get a sincere leader only that leader will stick & stay with China because only China wants to see a stable & developing Pakistan.

I pray something good happens in the future & Pakistan China stay close to each other. Under this corrupt leader ship & politicians nothing will ever happen.

Indian railways is no mood to LEASE engines.... They are afraid, they would be returned as scrap.
If pakistan wants to BUY engines, India and Indian Railways will give a favourable reply.

It requires nothing but honesty and capability.The previous government had it running like a well oiled machine.Sheikh Rasheed IMO was a good Railway Minister.
