Firstly. it only normal for China to increase her defence budget in correlation with her expanding GDP.

Secondly, the large number of old tanks based on T-54, J-7 based on MIG-21 & J-8, and large number of old frigates with no effective air defence need to be replaced urgently. These weapons are not effective against potential enemies, they are only good for training and use as second line defence. Tanks like M-60, F-4 Phantom jets and ships with same capbility as 053 frigates are no more in service/ being retired in Western countries, USA, Japan etc. China need new equipment to match theirs. This called for budget increase.

And lastly, you will need more money to build the new aircraft carriers, their air wings, escorts ships, R & D and training.

fifthly, it's China's money, they can do whatever they want with it.

China can easily afford annual increase in defence budget of 20% for the next 20 years。

But China is a peace-loving country，very unlike an expansionist country on the other side of the Pacific。

So our neighbours shouldn't worry。

But if you。。。

China has hostile neighbour in the South who claim to be peace loving but are very militant, but currently lack the power. China should increase its budget and annex the southern neighbour and pacify this future threat.
