This is a typical blaming the Chinese or new colonialism BS. Please read up this book then you will understand what is the difference between mutual benefit and exploiting. Prof Brautigam gave many examples to show us why Chinese aid to Africa works well while that from NGO/western government/commercial banks didn't.

What kind of misleading that could be? When China handled out those loans, China was not a rich country. Even today, when China's GDP grows a lot, China is still not a rich country.

Those $30 billions are hard earned money. I do not know you understand how many factories in China have to work their axx off to earn those $30 billion, here I mean $30 billion profit, not $30 billion revenue. Even at 10% profit rate, they have to manufacture $300 billion stuff, sell them 100%, to earn this amount. Let alone the profit rate in many factories there are much lower than 10%.

Here some forum members seem to demonstrate they have Mao's big gesture and indicate that $30 billion is NOT that much. Someone even say on average, it is only about $1 billion per country. WOW!!! How rich we are???!!!

As for strategic incentives, when they owe you money, your words may make some sense to them. When you cancel your loans and as a result, they do not owe you the money, why the heck they should listen to you afterwards??? When AIG and major banks owe money to U.S. government, U.S. government can point this and that. Don't you see those banks and AIG rush to pay U.S. government back so that they do not want to listen to U.S. government's finger pointing any more???

Furthermore, someone even say cancelling loans for railway benefits those african locals. Really??? Almost all of those are controlled by corrupted officials at top. You think our cancelling $30 billions will flow into the hands of normal african locals, not the swiss bank accounts for those corrupted ones??? How naive can you be???

History has shown again and again money cannot buy any friendship. Even in the past, the Chinese emperors understand the dual use of power and bequest (恩威并施), or illustrated by the american as carrot with stick. It never works when only one tool is used.

Someone simply say surrounding countries are hostile as a fact. What a nonsense. Did not China used to view them as friends and brothers not long ago and give away billions of dollars help to them even though we starved to death tens of millions of our own???

You think the farther away african locals will like you more??? Please do not dream that concept again. A lot of those local opposition leaders have already used anti-China as the main theme to challenge the current power. It seems that more of them are on the way to replace the current leaders.

We have already seen a lot of setbacks and billions of dollars losses in some of those countries. Do not be an idiot and laughing stock again.

1. If you want to talk about the past then say, "China had a lower per-capita GDP when the loans were handed out." That's not what you said in all of your former posts. You were misleading forum members.

2. Did you bother to read the news article that I posted where China forgave 50% of African rail debt?! If African rail doesn't benefit the local people then who does it benefit? You really should stop spewing your propaganda and look at the facts.

3. The countries surrounding China are all hostile. I would rather China help all African nations industrialize than help Vietnam or the Philippines. Let the Vietnamese and the Filipinos stay in the Stone Age forever. When neighbors are merely pawns of a foreign Western power, China should never give them one cent in aid. Ever.

Africans are China's friends. Vietnamese and Filipinos are China's enemies (see second citation below). It is absolutely correct for China to forgive $30 billion in African debt.

Zhong said the decision made by the Chinese government to remit the partial debts is of the friendship between China and the African countries, and Chinese people wish to support Zambia and Tanzania in their capacity of development by seeing the railway getting off its burden of current operational difficulties.

Musokotwane praised the move by the Chinese side, saying the writing off of the partial debts will help boost trade among the three countries and revive the dream Zambia once had when the line was built."

Recently, both the Philippines and South Korean authorities have detained fishing boats from China, and some of those boats haven't been returned. China has been increasingly confronted with sea disputes and challenged by tough stances from the countries involved. These events have been promoting hawkish responses within China, asking the government to take action.

China has emphasized its reluctance in solving disputes at sea via military means on many occasions. Peace is vital for its own economic development. But some of China's neighboring countries have been exploiting China's mild diplomatic stance, making it their golden opportunity to expand their regional interests.

What has recently happened in the South China Sea is a good example. Countries like the Philippines and Vietnam believe China has been under various pressure. They think it is a good time for them to take advantage of this and force China to give away its interests.

Their inspiration is illogical and it is rare to see small countries using "opportunistic strategy" on bigger countries. Hard-line response will cause trouble for China, but if the problems and "pains" these countries bring exceed the risk China has to endure to change its policies and strategies, then a "counter-attack" is likely.

The sea disputes that some countries have created not only threaten China's long-term interests over the sovereignty of its sea borders, but also challenge the unity of China's politics on the issue. Growing voices urging the government to "strike back" will eventually form through influence.

Currently, China's mainstream understanding is that it should first go through the general channels of negotiating with other countries to solve sea disputes. But if a situation turns ugly, some military action is necessary.

This public sentiment will influence China's future foreign policy. Countries currently in sea disputes with China may have failed to spot this tendency, as they still perceive China through conventional wisdom. Thus, the South China Sea, as well as other sensitive sea areas, will have a higher risk of serious clashes.

If these countries don't want to change their ways with China, they will need to prepare for the sounds of cannons. We need to be ready for that, as it may be the only way for the disputes in the sea to be resolved.

Conflicts and disputes over the sovereignty of the seas in East Asia and South Asia are complicated. No known method exists to solve these issues in a peaceful way. Although China has proposed a strategy that calls for countries in the region to put away differences and work on shared interests, few have responded.

The reality is that each country in the region believes it has what it takes to force China to bow down. China wants to remain calm but it is a lonely role to play. China will have to adjust itself for this reality."

Chinese Vice-Minister of Commerce Zhong Shan signed an agreement with counterparts from Zambia and Tanzania in Lusaka, Zambia's capital, on Jan 19, to forgive 50% of the debt from China to build and operate the Tanzania-Zambia railway.

The Chinese government took the action because of the traditional friendship between China and Africa, and Chinese people want to do their best to support African people's development, said Zhong at the signing ceremony. He also said the Chinese government hopes the railway will operate with less debt and boost the regional economy and benefit the two countries.

China helped construct the Tanzania-Zambia railway at the request of the leadership of Tanzania and Zambia in 1970, and handed it over after its completion in 1976. The Chinese government provided an interest-free loan of 988 million yuan to complete the project, and continued to provide such loans and technicians to ensure its operation.

[The 1,860-km railway, which took over 50,000 technicians and workers seven years to complete in 1975 and was handed over to Zambia and Tanzania in 1976, was one of China's largest foreign aid projects and is considered as the emblem of China-Africa friendship.]"

LONDON, March 27 (Reuters) - The prospect of growing Chinese economic clout is welcomed in all African countries, in contrast to other parts of the world where attitudes are either negative or divided, a poll showed on Sunday.

Asked how they view the possibility of an economically far stronger China, around four in five Nigerians and Kenyans said they looked forward to such an outcome, according to the survey of more than 28,000 people in 27 countries commissioned by the BBC World Service.

"All African countries view China's increasing economic power positively," the survey report said.


Sub-Saharan Africa was also home to the very few countries worldwide where most people would be happy about China boosting its military might.

China is investing large amounts of money and technical expertise in African countries, seeking a reliable source of raw materials to sustain its economic growth.

Globally, half of all respondents favoured the prospect of a wealthier China and only a third believed it would be unwelcome. The split was little changed from the previous poll in 2005.

However, in North America, the majority would view such a development warily, and more so than six years ago.

Unfavourable views of China's economic influence rose in neighbouring Japan, South Korea and Russia.

Overall, people expected China will be a more important economic partner to their respective countries than the United States or the European Union in 10 years.

The cancellation does not help the people in those countries but encourage corruption in those countries. Furthermore, china still has plenty of poor people. when our people are suffering, we just pretend to be saint to help others? This is the so-called communist internationalism? Stupidity!

No it does not help their suffering, yes it does help corruption. Not one cent of that money would have gone to poverty alleviation. Think of this money as advertising.

If you do not spend revenue on advertising, then you are advertising against yourself. If you do business, if you fail to advertise, your opponents will just make your product look like sh!t so even if it is the greatest, no one wants it.

He does not understand tha 30 billion is peanuts to a country with nearly 4 trillion dollars in foreign reserves(when Hong Kong is included).

What the 30 billion does is strike a dagger at the hearts of those Westerners who say that China is only in Africa to exploit the Africans and has no interest in the welfare of Africans at all.
