It's a unilateral retreat of India army. India army had retreated their last personnel out of China Doklang Area at 14:30 PM today. This was confirmed by PRC Ministry of Foreign Affairs just one hour ago.

Except, as my posts have exemplified, there is zero confirmation or even hints of China planning to stop the construction of its road. Instead, India's military incursion into Bhutan, which Delhi has maintained to be a "legitimate" maneuver, has been reversed.
