If the deal didn’t exist then they can’t sanction. There is no basis for sanctioning.

That was an arms embargo, but I understand your concern. However we’re not at fault for Syrian civil war, so they can’t embargo us for not stopping refugees. Besides, we’d be better of if EU had to deal with 4-5 million refugees.
