Today most best schools and research institution are in Beijing despite that Southern Chinese achieve far better academic performance than Northern Chinese. Reason being, central government keep investing in Beijing.

China should move its capital to Xinjiang in Urumqi. Or you can move the capital to Islamabad or Tokyo your choice.
