In 2008 "Melamine Milk Scandal" shocked the nation and quickly developed into a crisis. It was on the top international news for quite some time. Chinese government took swift corrective actions to address food safety issue and punish those who were responsible, at least one paid the ultimate price. The food safety standards have been vastly improved since, and we haven't heard any safety issues related with milk and milk products since. Sure, there will be other problems popping up now and then, but we can count on the government to take care of them.

Food safety scandals happen in India too, but the ending of stories are quite different from Chinese ones. Take milk for example:

In 2012, 70% of milk in Delhi was found "adulterated with detergent, fat and even urea, besides the age-old practice of diluting it with water". It never made it to top news in India, let alone International one. No penalties were imposed.

1. Chinese people are extremely sensitive to food safety issues;
2. Any negative news from China would make it to top international news;
3. Chinese gov. is highly efficient to address problems;
4. India is lucky to escape international scrutiny on its food safety records;
5. Indian government is incompetent in solving problems;
6. Indians masses don't care about food safety issues as much as their Chinese counterpart.

India is a miracle in terms of governance.

Being so inefficient, falling so badly behind in every category of human development with respect to countries that it actually enjoyed better conditions as early as two decades back (who says a colonized India was a worse place?), and having so many problems been brewing (including population dividend, pollution with no feasible manufacturing, corruption, service-based economy with services trade being a fraction of China), India still goes on with no governance crisis.

In fact, India falls further in love with governments that do not deliver long-term sustainable results, but stoke further groundless nationalism based on pumped up defense spending vis-a-vis a GDP based on a budget that delivers good amount of deficit.
