CAN THE PREPARATIONS FOR COMMONWEALTH GAMES EVER BE COMPLETED

According to a PTI report, Delhi government will introduce hop-on hop-off bus service, modelled on the lines of best of such facilities in European countries, in September this year for visitors during the Commonwealth Games (CWG) 2010, to be held from October 3-14, 2010. The service will be launched mainly to offer visitors a better experience in exploring the city -- be it Delhi's famous monuments or its authentic food. The hop-on hop-off bus service will take tourists not only to the historical monuments, museums and other places of importance but also to authentic Indian restaurants and popular markets.

Rakesh Mehta, Chief Secretary, Delhi government said, “We are trying to make it a wonderful experience for visitors of the Games. Most likely the service will be launched on September 15, 2010. However, visitors will have to wait a little longer for experiencing Delhi from the rooftops of the hop-on hop off buses as such a facility will be offered at a later stage.”

Mehta added that initially 15 to 20 air conditioned low floor buses will be pressed into the service and all the buses will have well trained guides besides other facilities like digital video screen. “Well trained guides will also be deployed at historical monuments to offer tourists a great experience while exploring the city,” said Mehta, adding that, the buses will be made available at selected monuments, shopping complexes and at eateries at an interval of 15 minutes.

He added that the service will be operated by Urban Mass Transit Company (UMTC) and Prasanna Transport Company of Indore.

The UMTC is a unique public private partnership of Ministry of Urban Development, Government of Andhra Pradesh, Andhra Pradesh State Road Transport Corporation (APSRTC) and Infrastructure Leasing and Financial Services Limited (IL&FS). UMTC was formed to facilitate the design, development and implementation of sustainable road transport projects.

Mehta mentioned that there will be common ticketing for the service and tourists can spend as much time they want at a particular venue and then get into any of the buses. Already, several flexible packages have been finalised to offer visitors various options for the service initiated by Department of Tourism, Government of Delhi.

Tens of millions of dollars have been diverted in India from schemes to fight poverty and used to fund Delhi's Commonwealth Games, a report says.
The Housing and Land Rights Network pressure group says its report is based on official documents obtained under India's right to information act.
The group says there should be an independent inquiry into how this was allowed to happen.
Government officials in Delhi say they are looking into the allegations.


'Clear evidence'
This report is a damning indictment of the way the Commonwealth Games have been financed and planned by the central and state governments.
It says tens of millions of dollars have been diverted from funds which are supposed to help raise underprivileged low caste communities out of poverty.
The report also says spending on the Games has spiralled out of control: expenditure on sports infrastructure alone is more than 2,000% of the initial projected budget.
In addition, more than 100,000 poor families have already been evicted due to projects connected with the Games, and up to 40,000 families are likely to be displaced before the Games begin in October, the document says.
The report's author, Miloon Kothari, a former UN human rights rapporteur, told the BBC that the evidence was clear.
The determination, he said, to portray Delhi as a world-class city and an international sports destination, had led the government to lose sight of its legal and moral commitments to its people.
