So you say PMLN will always have upper hand regardless of them being in govt or opposition because the state system supports them? So any party that wishes to defeat them in elections would have to do engineering of its own to counter engineering done by the state in favor of Pmln?

By whatever means possible. Fire is fought with fire till the time you get sufficient majority and time to make necessary changes that can make institutions stronger and free of any political involvement. Today is not that day and it will many many years.
