What makes you say that GOI is trying a demographic change? I've not seen any news to show that people are actually moving there. Even tourism is at an all time low thanks to Covid.Not happening, if anything India's moves after Modi have only helped Pakistan's cause. I read through sentiments of Kashmiri expats and students some ten years ago and they were focused on their prosperity and using the Indian system to get more rights rather than independence.
That was a time I was sure Pakistan was going to lose the Kashmir issue since the echoes of wanting a semi-independent life were also hitting Azad Kashmir.
The current regime is plainly trying demographic change to legalize the idea that Kashmir isn't disputed but that can never permeate through either sides nationalist lens. Not that it isn't a shrewd if not brutal way to solve an issue.
