These are ordinary civilians, and they want the demonstration to remain peaceful. So the world can observe that Palestinians are dealing with a ruthless occupier. And pressure it to make peace and withdraw from occupied territories. Also if the Palestinian military factions respond, they won't blame them and acknowledge what led up to it.

In these circumstances their leadership should consider how they can best serve the people. Marching into guns unarmed is not in the interests of people. Dead Palestinians don't matter to anyone who can make a difference.

The leadership is doing everything to make sure this is urgent medical care and make sure no arms are used by anyone. This is a demonstration to demand self determination and the parties/leaders all suffer the same as the people. Israeli measures are continued all across Palestinian territory and aim at making lives miserable so they can migrate elsewhere. Palestinians won't be leaving, however.
