BRA is Anti-Pak force which basically targets FC and Pak Army troops. While the people who killed them were local pro-Pak militia.

I cannot say, but in Waziristan, Pakistan Army and Government do have small militias officially given help for security concerns in peaceful areas and sometimes help patrolling army/FC troops.
