Because we continue to elect terrorist supporters, India-haters, greedy vermin again and again. During election, these dirt piles hand over a few blankets to people and they get the votes. If the common Indian is such a big idiot to fall over such distributions, then what to do other than say that we deserve these vermin? Even recently in south India, politicos were giving out TVs, blankets, kitchen appliances to the people and won with landslide majority.

The question is do WE have the capability to save people from a sunken decompression chamber at 70 meters. I think not. The IN is acquiring the capabilities of carrying out undersea rescue now. We do not have the capability yet.
