See with the ever increasing radicalism & fundamentalism among the people, corruption and a general lack of dynamisn amongst the govt, India is going towards a self-catharsis.

There are two outcomes - either the catharsis is sucessful and the nation recovers and grows or the catharsis process goes horribly wrong and we bleed to death.

I hope its the former and not the latter.

I don't know about CBI but in case of NCTC, it will be TOO SENSITIVE a business to be given an AUTONOMY, GOI would like to keep some strings of NCTC in it's hand just in case any TERRORIST ATTACK threatens the POLITICAL STABILITY of a country like India.

India has too many differences within, though NCTC will be conducting it's usual job but often there comes certain unseen situations where it's more about POLITICS than about TERRORISM of any incident.

Take Afzal Guru's case for an eg., though various courts had uphold the hanging of Guru but ultimately it was the Political decision (after thorough analysis of it's impact) by GOI that gave the go ahead for the execution.
