Are you saying it is conditional secularism? Conditional secularism isn't secularism, neither is it a thing.

Even Western countries give visa free preference to White majority christian countries. Doesnt mean they are not secular. The history of the sub-continent is such Muslims told that they cannot live with Hindus and have separate nations now. So I do not understand why they (Bengalis) would want to live and work in India and gain citizenship? So yes. At the same time if an Muslim from Indonesia or Malaysia or any country want to get citizenship they can get it after satisfying the regular citizenship criteria meant for all. This NRC is only meant for eliminating illegals from the regions of erstwhile British Indian dominion.
