Because it is bordering state with same culture and ethnic people where West Bengal had better economic condition since 1947.

It is comparable and from it you can say it has lagged behind a lot from Indian average as well. It brings the question what benefit they have achieved by joining India?

For Bangladesh whose southern deltaic part is continuously getting elevated with soils carried by Ganges-Brahmaputra river system, rising sea level is not a big problem. You should read some delta geology. Delta do not sink with rising sea, it always manage to keep it's head above due to flood silt deposition. So, Bangladesh can easily tackle potential rising sea level(which increases slowly at a few millimeter a year maximum) with natural sedimentation and coastal geo-engineering infrastructure like dyke construction if sea level really rise that much.

Do not blindly belief Western climate change scare mongers. Their scaremongering about Bangladesh will fizzle out in the next 20-30 years when Bangladesh will reach at a respectable position in economy and will have the means to spend a lot of money in adaptation of climate change. Main problem is poverty. Due to grinding poverty in the past, Bangladesh could not built many vital infrastructure necessary to help people to live securely in coastal delta regions. With economic growth this problem will sort out. We already have taken a big masterplan called 'Delta plan 2100 AD' with joint collaboration with Netherlands to tackle all the adverse effects of climate change and sea level rise. We are spending 37.5 billion dollar by 2031 for this cause. Bangladesh is much ahead than other developing countries when it comes to adaptation to climate change.

West Bengals per capita gdp is only 1400 usd as of 2018. Below than that of Bangladesh.

It is not unusual for West Bengal to have higher HDI as it was the case all the time but the gap has closed and it is just matter of time for Bangladesh to cross that.

Same goes with literature, tv serial and movies.

For your info by end of next decade Bangladesh is also expected to cross India in terms of per capita gdp and in 2 year will cross in terms of per capita income.
