Pakistan has been a security state under a tight grip of military establishment. Unless we prioritize politics and economic development, if not now, we'll eventually be denuclearized.

The regime change operation had several interests, local and foreign, converging at the same time. The military saw their grip on power coming off. The corrupt political pigs of PML N and PPP saw them landing in jail. The USA saw Pakistan becoming more independent. So you see so much mutual interest right there that military moved in, sought help from the crooks and gave them the go ahead. The cipher was addressed to military.
