I have seen this before as well, when the ship is at dock in a foreign country, the sentries have BP jackets and helmets on...saw this on PNZ Shamsheer and PNS Hamza and other ships.

Any particular reason?

They are Sentries. There will be at least one at the for'd end on the Forecastle/Bows and one at the After end at the QD/Stern and even maybe another one on the offshore side on the upper deck. Apart from that, the Gangway is also always manned. Part of Security Precautions. This may even be augmented by an armed Gemini RIB/Launch/Speed-Boat patrolling the waters around the ship. The last bit ofcourse depends on the size of the Warship and the resources available.

You are likely to see this system set up even at PNS Shah Jahan's home-port of Karachi; in view of attacks at PNS Mehran etc. It must be SOP now.
