BD seeks Chinese assistance in 25 mega projects


Bangladesh is seeking Chinese assistance in 25 big projects, according to a document from Economic Relations Division.

A list of the projects, involving $20 billion, has been sent to the Chinese side and a decision to that end is expected during Chinese President Xi Jinping's visit on October 14, reports UNB.

Bangladesh wants a tangible decision from China, otherwise the country will look for other foreign partners. The list includes some previously sent projects to which China did not respond, said a senior official.

Commercial contacts have already been signed for two projects of the sent list – Development of National ICT Infra-Network for Bangladesh Government (Phase III) and Construction of Tunnel under the River Karnaphuli.

Loan applications for the two projects have also been sent to Exim Bank of China, officials said.

The latest projects include Dhaka-Sylhet four-lane highway which requires US$ 1603.35 million foreign assistance, Expansion and Strengthening of Power System Network under DPDC Area Project under Power Division that requires US$ 2038.06 million foreign assistance.

Padma Bridge Rail Link (Phase I and II), Power Grid Network Strengthening Project, Construction of Dhaka-Ashulia Elevated Expressway, Construction of Marine Drive Expressway and Costal Protection Work from Sitakund-Chittagong-Cox's Bazar are also there on the list.

Negotiations for commercial contacts for some of the projects are under process, the document read.

Both Bangladesh and China are also in discussions on how the two countries can work together for strengthening cooperation in blue economy.

A Foreign Ministry official said Bangladesh has no capacity or expertise to go for fishing in deep sea after 60 kilometres of the coast and will seek Chinese assistance in this regard as well.

Chinese President is also scheduled to attend the BRICS Summit in India on October 15-16 after his 24 hour’s visit to Bangladesh.

Only a few years ago Bangladesh was not recognized as a taker of large loans from the foreign countries and agencies. It was only because BD could not yet build up its ability to undertake many civil engineering projects and was regarded unable to pay back the loan.

But, time has changed. China today is awashed with money by its heavy export world wide and at this precarious time BD has also developed itself to an export economy that can be trusted. China has been investing a large amount of money to the African countries because these countries will someday be able to pay the money back as they have very large reserves of important and precious metal mines.

But, in case of BD, it is geopolitics as well as its ability to pay back are major two deciding factors for China to extend its credit to Bangladesh. BD export earning and earning from the manpower sector have jointly contributed to get trust from China.

Both of these projects are to benefit Indian transit links to NorthEast, which may not jive with Chinese interests....

90% of the North East traffic will hit Agartala and Indians are already working on Agartala-Ashuganj 4 lane project.

NE is a very small economy and only the essentials are transported from mainland.

China benefits only from a Ctg-Burma-Kunming route development. But, I am not optimistic about it because Burma is not interested and China does not know how to make Burma agree. Other routes may not benefit China directly, but once built a stronger BD will be more capable to resisting Indian pressure.

Other routes may not benefit China directly, but once built a stronger BD will be more capable to resisting Indian pressure.

I was talking about military transit (re-supply route) from Kolkata/South India to NE areas (Chinese border). That could be a strategic concern.

Good for Bangladesh. Time for all of us to reform and come out of poverty and illiteracy.

Africans already reaping the benefits of Chinese investments done in last 15 years. Bangladesh is not far,

Just because its fukat ka maal, does not mean its good. Even if it looks good to eyes, does not mean tastes good. Even if it tastes good, does not mean you won't have diarrhea.

China is a hard bargainer, they will pump in money, but they will take a lot in return which commoners like us don't know. it exists in fine prints of loans.

China is awash with extra cash and capacity as their internal demand for infrastructure waning. Dont expect the situation will remain same for too long. If BD dont capitalize that now, the opportunity may not return in a century.

BD will be fine to self-finance infrastructure from around 2025 onwards.
Remember BD is already 95% self - financing 4 billion dollar Padma Bridge.
China, Japan, ADB etc are needed in the meantime.

Is there any plan to include Dhaka Metro's future lines in the list? Also, there is a proposal to construct a mono rail in Chittagong, may it should be contracted to China as they are already very much involved in the development projects in Chittagong.

It will be elevated, won't occupy too much land...
And it will have huge social and economic impact on regions along the railway....

Russia has ordered this one for their HSR....

I see the map of BD, the size is so ideal for a network of 200-250km/h....No need to go for 350km/h, too pricey.
200-250km/h is a good choice.....
Build them along expressways....a 3 dimensional transport network!

Metro is a japan funded project.

BD will be fine to self-finance infrastructure from around 2025 onwards.
Remember BD is already 95% self - financing 4 billion dollar Padma Bridge.
China, Japan, ADB etc are needed in the meantime.

Its already in the advanced planning stage. Dhaka-Chittagong high speed train.

High-speed expressways and railways have way more social and economic impacts than normal highways....
