Another fail, When Osama bin laden was in Sudan, he was recognised as an anti saud businessman exiled from Saudi Arabia, not a terrorist fleeing from prosecution. Sudan needs to sign the Entebbe pact which would redistribute the Nile waters accordingly because to be honest, we needs a lot more then 18.5 billion cb of water.
