Yah Bombay was very much more hemmed in, esp in its main business districts.
When there is more land available, there will be this outward expansion first and then later consolidation in the main hubs. Sort of like what happened/happening in Delhi area too.
I honestly don't judge skyline to skyline too much in the first place given this sensitivity (and other factors) when the country is developing in the first place. But no question Pakistan is well ahead of Bangladesh.

As you can see in current snapshot, Pakistan has 6% base sustainable
You long term real growth rate compared to BD 4% based on the multi-variate analysis (things like the energy consumption base I mentioned earlier + physical materials and products). I am pretty sure Pakistan can bump up a few more % points with the relevant reforms and infra deployment + human skilling in the coming years.
