China's 'One Belt, One Road' plan will benefit Bangladesh

On the forty years of relationship with Bangla-desh and China, Bangla-desh has formally annou-nced to join China's 'One Belt, One Road' (OBOR), which experts say will immensely benefit connectivity, trade and people-to-people contacts in the region.

In a rare gesture all major political parties, including opposition Bangladesh Nationalists Party (BNP) have welcomes the OBOR plan of China, during the visit of China's President Xi Jinping in Dhaka in October last. The present bilateral trade between China and Bangladesh may exceed US$30 billion by 2021 and would further double, a Foreign Ministry official privy of the Bangladesh-China relations told the Asian Age on Wednesday.

China's economic growth has made it a strong economic force in driving global trade. As its trading partner, Bangladesh expects from China, principally, increasing amounts of Chinese direct investment, better access for Bangla-deshi products in China's market and China's continuing support in developing the infrastructure of the country, writes Nusrat Zahan is a visiting scholar at Fudan Development Institute in the Shanghai Daily.

Meanwhile Bangladesh has taken active participating in the OBOR and, as a part of the initiative, the BCIM (Bangladesh, China, India and Myan-mar) corridor is now in its final stage. Fortunately India is also in the BCIM initiative which is in line with the Chinese OBOR initiative. India has responsibility to engage its efforts in developing regional integration, Bangladesh, India, Nepal, and Myanmar along with China.

India, of course has another responsibility and can play wider roles to access opportunities in the region by resolving the issues of mutual mistrust, said Bangladesh-China bilateral relations specialist Nusrat Zahan.Given the reality, it is now imperative for Bangladesh to build a secure relationship with India and China on the basis of mutual respect, trust and friendship.

Bangladesh should pay more attention to its Look East policy to activate the connectivity further and thus increase bilateral trade, said Zahan, an associate professor in international relations, Jahangirnagar University. Bangladesh and China believe in regional cooperation and have common interest in the corridor, this offers additional impetus, the expert said.

As a mandate of the Bangkok Agreement, China provides Bangladesh duty free access to a list of Bangladeshi products. While Chinese investors have interests in Bangladesh's garment industry due to the availability of cheap labor, the Chittagong and Mongla ports are also of great interests for China to develop connectivity for its Southern gateway.

China is one of the largest development partners of Bangladesh, with an expectation that the bilateral relations would develop cooperation, after President Xi's visited Bangladesh which was marked by Bangladesh press as the start of a "new era of friendship," the official of Foreign office said.

China is already providing project loans and development assistance and wishes to increase investment in the information and communication technology industry, river management, industrial zones, land reclamation and maritime cooperation.

China has offered to build mega infrastructure projects within the Belt and Road areas to increase trade and service, offering substantial prospects for Bangladesh.

This initiative meets Bangladesh's need for wider connectivity within the region. While Asia is currently experiencing increasing economic development centering on China, subjected to implementation of OBOR, and Zahan believes that Asia will become the center of gravity for the world economy.

Since China's OBOR initiative is compliment to Bangladesh's goals of connectivity and increased trade, Bangladesh now needs to make all efforts to ensure good governance and political stability so that it can achieve the aims and expectations of OBOR, which could have a great impact on the long term future of the economy of Bangladesh.

Where did you get this gem from?

BD is using own funds for the actual bridge and it is trying it's best to get Chinese funds for the railway
part. Funding delays are normal when it comes to multi-billion dollar loan agreements.

Before that where is direct connection between BD and China. Any thing that links BD to China should pass through India. With India skipping OBOR..........

Nepal is in the Belt. A deal has been signed between Nepal and China for a railway link from Lhasa to Kathmandu. So there now remains the fate of the Siliguri Corridor. Who will rush thru - BD, China or NE FFs?

I don't care who stays in power as long as BD joins OBOR.

Election is near though. And i am afraid AL would do something stupid to get support from Delhi. I am telling this because of not that i hate or love AL, but because of their past.

Also i hope we stay investor friendly. Recently saw some news that terror groups getting medical supplies from India. According to BD police, terrorist incident that happened in Rajshahi 11th May, those terrorist got weapon supplies from India. Finally not to mention frequent weapon seized from our Chittagong Hill Track areas are mostly from India.

And not to mention of my weird feeling about that incident took place at a China funded construction site in Pakistan's Gwadar, that caused 10 labor death.

Or Bangladesh may be looking at diversifying to Russian ones away from the current over reliance on Chinese equipment, as China is the biggest supporter of Mynamar.

There is no direct connection between China and Sri Lanka, Indonesia, Singapore, Malaysia and many other countries listed under the Belt and Road initiative.

Why you Indians keep forgetting that we also have a border with Myanmar and of course the Bay!

BCIM will become BCM. Without going details into indian geographical handicap situation, Bangladesh does not need to go through india. But india does not have much choice.

Besides, Kunming, closest south eastern Chinese city which recently connected via high speed rail, is only an hour flight from Chittagong and Cox's Bazar. So Bangladesh is connected many different ways.

Experts and officials here are predicting that Bangladesh and China will see bilateral trade and mutual investment boom in the coming years, according to participants at the HSBC's thought leadership program held in the capital city of Dhaka.

In collaboration with the Bangladesh China Chamber of Commerce and Industry, HSBC organized the program titled "Bangladesh-China Business Outlook: One Belt One Road and RMB internationalization" on Wednesday night in the capital.

Bangladeshi Commerce Minister Tofail Ahmed, Chinese Ambassador to Bangladesh Ma Mingqiang, Bangladesh Investment Development Authority Executive Chairman Kazi M Aminul Islam and Deputy Governor of Bangladesh Bank SK Sur Chowdhury were all present at the event.

HSBC said the program is aimed at increasing customer understanding of the Belt and Road Initiative (BRI), exploring export possibilities from Bangladesh to China and promoting Renminbi transactions as the currency will be used more widely aided by further international reforms.

Stuart Tait, group general manager and regional head of Commercial Banking at HSBC in the Asia Pacific region and Francois de Maricourt, chief executive officer at HSBC Bangladesh, among other HSBC executives who were also present at the event.

The Belt and Road Initiative itself refers to the Silk Road Economic Belt and the 21st Century Maritime Silk Road, which, through a revival of historic trade routes, will see cooperation between China and other nations greatly increased.

The Silk Road Economic Belt revival project could involve more than 60 countries and regions. Participants in the thought leadership program said that Bangladesh is in a strategic location between China, India and ASEAN countries and hence is well placed to be a trading and manufacturing hub.

They added that Bangladesh needs increased connectivity with other economies in this region and China's Belt and Road Initiative will lead to the realization of this new economic area.

Speaking at the event, Bangladeshi Commerce Minister Tofail Ahmed said when the Belt and Road Initiative comes to fruition, the trade and commerce of Bangladesh and China will make for a much better future.

He said this could also result in a new form of global cooperation in economic, financial and technological areas.

Chinese Ambassador Ma Mingqiang said that the Belt and Road initiative is aimed at achieving more interconnectivity including infrastructure, capital, people and science and technology. "So far we understand Bangladesh is in need of these," he said.

"Bangladesh and China are two of the fastest growing economies in the world with expanding bilateral trade that will grow further as China's Belt and Road Initiative takes shape," said Tait.

He went on to say that as the leading international trade bank, HSBC is uniquely positioned to help its clients to increase their trade and investment activity and form closer economic ties between countries.

A keynote speech elucidating China's Belt and Road Initiative was delivered by by Alvin CK Kong, managing director and head of global markets at HSBC Malaysia.

Two panel sessions were also held during the program featuring distinguished panelists from both the public and private sectors and HSBC.

China pledges $124 billion for new Silk Road, says open to everyone

Chinese President Xi Jinping (R) speaks with Russian President Vladimir Putin (L) during a bilateral meeting at Diaoyutai State Guesthouse in Beijing, China, 14 May 2017 REUTERS
Chinese President Xi Jinping pledged $124 billion on Sunday for his ambitious new Silk Road plan, saying everyone was welcome to join what he envisioned would be a path for peace and prosperity for the world
China has touted what it formally calls the Belt and Road initiative as a new way to boost development since Xi unveiled the plan in 2013, aiming to expand links between Asia, Africa, Europe and beyond underpinned by billions of dollars in infrastructure investment.

“We should build an open platform of cooperation and uphold and grow an open world economy,” Xi told the opening of a summit on the new Silk Road.

“We should jointly create an environment that will facilitate opening up and development, establish a fair, equitable and transparent system of international trade and investment rules,” he added.

Xi pledged a massive funding boost to the new Silk Road, including:

– an extra 100 billion yuan ($14.50 billion) into the existing Silk Road Fund

– 250 billion yuan in loans from China Development Bank

– 130 billion yuan in loans from Export-Import Bank of China

– 60 billion yuan in aid to developing countries and international institutions in new Silk Road countries

– encouraging financial institutions to expand their overseas yuan fund businesses to the tune of 300 billion yuan

– 2 billion yuan in emergency food aid

– $1 billion to a South–South Cooperation fund

– $1 billion for cooperation projects in countries on the new Silk Road

He did not give a timeframe.

Leaders from 29 countries are attending the forum, which ends on Monday.

China formally calls the scheme in English the Belt and Road initiative.

Some Western diplomats have expressed unease about both the summit and the plan as a whole, seeing it as an attempt to promote Chinese influence globally.

China has rejected criticism of the plan and the summit, saying the scheme is open to all, is a win-win and aimed only at promoting prosperity.

“What we hope to create is a big family of harmonious co-existence,” Xi said, adding pursuit of the initiative will not resort to outdated geopolitical maneuvering.

“What we hope to achieve is a new model of win-win cooperation.”

Some of China’s most reliable allies and partners will attend the forum, including Russian President Vladimir Putin, Pakistani Prime Minister Nawaz Sharif, Cambodian Prime Minister Hun Sen and Kazakh President Nursultan Nazarbayev.

There are also several European leaders attending, including the prime ministers of Spain, Italy, Greece and Hungary.
