Everything is possible....1st look for a leadership who can take necessary steps. NPT signatory doesn't matter that much, you've to face embargo. With embargo both North Korea and Iran are definitely on top of us on every aspect at least Iran is. Embargo sometime helps, Iran is example...they are manufacturing everything on their land now from sheer necessity. Last I checked Iran is 16th on science and technology in the world. And once you announce your nuclear test, the highest punishment is embargo (most possibly for a while)...no one will dare attacking you not even USA.
