We don't know weather ISI is successful or not, but India for fact has gone down flat on its every strategy against Pakistan. Now that is either outright failure of RAW or could be success of ISI. You'd never know as nothing they do is known.

You don't have an argument going in the favour of RAW. If a target killer is unable to kill another person, that doesn't set him free from his previous crimes. RAW has consistently failed and lost its footprint in Pakistan, doesn't mean they never had their footprint or were never involved in terrorism within Pakistan.

Looking at Indian desperation to appoint "Baluchistan Expert" as RAW's head, we at least know India's heinous intents and what it is trying to do. Now weather you are successful or not, you have already taken the ownership of your crimes ahead.
