LONDON: Leading British security think-tank Royal United Services Institute (RUSI) has said in an analysis that Pakistan army under “Bajwa Doctrine” is biting back hard against threats issued by the American administration and far more confident than it was when the Americans threatened its then President, General Musharraf, to bomb Pakistan into the stone age if it didn’t comply with American demands.

The RUSI said in the report published yesterday that the USA is making the same threats that it did from George W Bush till now but “gone are the days of timidity and scurrying to please the Americans” and this is being called the “Bajwa Doctrine” which suggests that the Pakistan Army should not do more, but rather the world must do more.

It said that Pakistan army is now “battle-hardened after 17 years of war on its western frontier and regular skirmishes on its eastern border” and the world, in the shape of China, Russia, Turkey and Iran, have all come to Pakistan’s defence as America loses influence in Islamabad. “Pakistan is now adamant that the time for American threats and directives is over.”

Written by Kamal Alam, RUSI’s expert on Pakistan and Middle East, the report said that Milt Bearden, a former station chief in Islamabad who along with Congressman Charlie Wilson ran the covert war from Pakistan to fight the Soviets in the 1980s, and former Secretary of State Hillary Clinton, have said that its wrong to blame Pakistan alone for Afghanistan problems and while in Donald Trump’s administration there’s no tolerance for Pakistan, General Bajwa has clearly stated even before Trump’s tweet that the time for Pakistan to do more has come to an end.

The report noted that the US administration has made a mistake by confusing General Bajwa with Pervez Musharraf who buckled under pressure and responded to all of the American requests and threats. The report quoted several former officers, who were in service at the time of ‘war on terror’, as saying that Pakistan delivered everything it promised on Afghanistan but the US President’s policy tweet on Pakistan and the follow-up by the US government appeared to be a departure from reality. It said that the Turkish President, Chinese and Japanese Foreign Ministers had all made their support for Pakistan’s counterterrorism effort well known.

Said the report: “The Pakistani military is fully prepared to face any cuts in US military aid and potential threats of cross border incursions by American forces and feels its global recognition and reputation of its counter terror efforts and the military’s role is very different to what it was in 2001. Days after Trump announced the freezing of aid, Pakistan announced it would trade in the Chinese Yuan, amidst reports that China was getting ready to open a naval base in Pakistan, its second overseas military base after Djibouti. The Pakistani military has made it clear that will do no more than it has already done. According to the COAS, Pakistan must defend its borders and has already played its hand in regional peace. As 2018 begins, it is the Americans that need Pakistan and not the other way around. US Secretary of Defence Jim Mattis has already said that he is in touch with the Pakistani military, as without them the US forces cannot move their equipment or survive in landlocked Afghanistan. If anything, Trump’s tweet has made Pakistan realize it has been wrong to trust American for seven decades. The Pakistanis have given full combat and logistical support to a war for which America has no answers.”

The RUSI report said that while there has been a downward trajectory of US aid to Pakistan, the Trump factor coupled with the threat of aid cuts seems to be a flash in the pan.

“The message from the military is quite clear – US equipment is no longer the only option for Pakistan. In fact, Pakistan is actively buying hardware and producing more with China. As far as US military aid goes, the words of the Pakistani Army’s spokesperson Major-General Asif Ghafoors sums up Pakistan’s perspective, ‘Pakistan never fought for money but for peace’. The Pakistani military leadership’s message is clear, that the Army has restored Pakistan’s stability. Afghanistan’s stability is the responsibility of the Afghan government and US forces. In fact, the US still completely relies on Pakistani assistance for logistics and complete usage of airspace for its forces. The report quoted leading American generals and officers who said that without Pakistan the war on terror would not have been won after 9/11. It was Pakistan that helped militarily more than any other NATO country. The future, as far as the Pakistan Army is concerned, belongs to them,” concluded the report.

‘Bajwa doctrine’ will bring durable peace: Ghafoor


KARACHI: Pakistan wants peace in Afghanistan, Director General of Inter-Services Public Relations (ISPR) Maj Gen Asif Ghafoor said on Thursday, but stressed that Islamabad cannot be blamed for failures in the neighbouring country.

In an interview with ARY News, the ISPR DG said the Pak-Afghan border management was a key to achieving peace.

He said Chief of the Army Staff Gen Qamar Javed Bajwa wants to make Pakistan a peaceful country.

“The Gen Bajwa doctrine will bring a durable peace in the country,” he said, adding that cooperation between institutions was vital in the war against terrorism.

From the rank and file to the generals, the country had a war-experienced army, he said.

The ISPR chief said Pakistan fought war against terrorism under an integrated plan, and the army wouldn’t let anyone sabotage the peace achieved as a result.

He said all army chiefs had done a great job in the fight against terrorism. “[Retired army chief] Gen Kiani laid out a plan to eradicate terrorism,” he said, emphasising that Gen Bajwa’s mission was to transform the previous antiterrorism successes into long-term peace.

What fucking doctrine as long as US drones continue to strike inside Pakistan, this is all but a feel good article. In reality we still look up to the americans for many things including our politicians looking for US blessing to rule in Pakistan.

Mate I understand but you're viewing the just surface top. The glacier underneath has thawed but it takes time before you can see water springing and flowing. First of all separate Pakistan's state from the corrupt politicians especially Nawaja Dako and Asif Chor. They are helplessly looking for a foreign hand but not getting one since Pakistani state has decided to be master of its own fate. Otherwise NRO would have been signed a long time ago and NS would have been restored with all cases closed. Things are moving slowly on the surface. Pakistan's economic condition is really bad due to this corrupt mafia and USA has stopped all military aid but Pakistani establishment has not buckled as was done by P. Musharaf...

The release of 3-4 Billion in back dated payments due to Pakistan Military would be a nice gesture, as it was expense incurred while in act of comabating Terrorist and their aparatus

Very shady :o: to hold up our expense reimbursement specially since our forces suffer casualties on on going basis from War against Terrorist elements

do understand....going toe to toe against US airforce is not the right strategy....

apart from china .... no other country would even dream of doing that.....

You have to adopt a holistic approach.... engage them in many little fronts.... I think pak is on right track....FOR NOW atleast

also be aware.... Main threat is to pak economy.....
not militarily...
hence putting drones down may not be a way to tackle the real threat

in my humble opinion

can pak use its nukes to deter USA????.....offcourse it can.... there are no two views about it.... north Koreans have.... even far smaller power than pak in nuclear terms....so can Pakistan....

but the issue is NOT to become North korea while doing so..... no to get ruined economically...... that's whats at play here

Pakistan will not be receiving that money, ever. The damage that the trump administration has done to the relationship is exponential, and won't be fixed for decades, if ever.

Pakistan needs to cut its losses, and pull out of America's war completely. Fight the insurgency within Pakistan, and take unilateral action within Afghanistan's territory to deny sanctuaries. Pakistan's first responsibility is Pakistan, not Afghanistan, and certainly not the safety of the richest and most powerful country in the world, the United States of America.

Keeping US stuck in Afghanistan is the right Policy , Soviets were not defeated over a day or month .. US will eventually have to leave Afghanistan, better make a deal and face saving .

At the least the current Chief is taking some fights, although inadequate, to enemy territories!!! Soft targets in Pak results in some hard targets inside both India and Afganistan. The next Chief inshaAllah will do more....

If fighting the proxy terrorist scums could be achieved by keeping it within borders Turkey would have achieved it!!! You need to man up to attack at the roots where damages would have proportional and direct implications for the ultimate masters of proxies!!! Only then they'll do a cost/benefit analysis....

Sir do you remember that's what I used to say this during our interactions two years ago because I could see the writing on the wall. It was just matter of time and Trump just accelerated it but it was already happening. Clinton, Obama.. all were giving India a clear preference over Pakistan but our establishment had its head buried deep in the sand but at that time I used to get mauled by senior members but now you're on my frequency.

I think things have drastically changed since US allowed India to destabilize Pakistan from Afghanistan. But sooner or later India will pack has gear up and leave Afghanistan as they serve no useful purpose for Afghanistan. India's narrative of helping build Afghanistan is nothing more than a joke. US can do that on their own.

Americans are confused at the minute, unsure what to do. But I think for the time being they have decided to get hard on Pakistan. Which isnt working, but what else can they do. They have cut the aid no impact, publicly blamed Pakistan over the social media , went in-vain. Now they are trying to put Pakistan on terror watch lists and all those things. These are all futile exercises, which wont yield any results.

After general elections in Pakistan, when there is more stable political scenario , US will come to table with different offers for Pakistan, mainly protecting US interest in Afghanistan. For that matter , they ll curb indian activities if asked to do so. India is just a US pet in Afghanistan which they wont mind scarifying.

I think Pakistan needs a middle ground here. Not too close , nor too far. Protecting her core and strategic interest while taking care of US interests wherever they converge. Pakistanis are no fool to think about war with US, out of question.

Now USA drones don't cross the border they cowardly fire from inside Afghanistan and run away if you can't see that difference than I can do nothing about that
