Babur is not a true second strike capability,only ballistic missiles can provide that.Cruise missiles especially subsonic ones are quite easy to intercept and as the tomahawk launches in syria showed not all even reached the target , crashing due to the terrain hugging feature if traversing uneven geography.A subsonic missile like babur will not go through a barak-8 (which is optimized to intercept supersonic low altitude cruise missiles) and s-400 (which will guard major cities) defence shield,leaving aside other options as even anti aircraft guns with radar guidance can take down subsonic cruise missiles.Pakistan's main nuclear capability will remain ballistic missiles on TELs.
Cruise missiles are not easy to intercept just as you people think they are, just because you don't have one in your inventory does not means its a useless technology which is the idea i am getting from your post ..
