Iran has history of infiltrating Balochistan for years and helping Indian spies cross into Balochistan. Some of them were caught officially. Even now, Iran is used as medium to transport weapons supply.

USA, on the other hand is different matter as it has to do with foreign policy designed by top ranking officials. It is up to Pakistan to change foreign policy but Pakistan cannot change neighbour.
